We are seeking a highly experienced Quality Control Manager to lead and oversee the quality control management program for a federal contract at the Naval Medical Center in Portsmouth, VA. This role is responsible for ensuring compliance across all delivery orders, maintaining quality assurance standards, and supporting safety and infection control protocols in a highly regulated healthcare environment.
Key Responsibilities: Program Oversight: Administer and maintain the contractor's Quality Control Management Program across the entire contract scope.
Quality Assurance: Monitor and inspect all delivery orders for compliance with contract specifications, standards, and regulations.
Documentation & Reporting: Maintain detailed records of inspections, certifications, and prepare monthly reports summarizing findings and corrective actions.
Process Review & Improvement: Periodically evaluate QC procedures and recommend improvements for preventive and corrective maintenance.
Inspection & Re-Inspection: Conduct thorough inspections and follow-ups to ensure resolution of identified issues.
Data Collection & Systems Entry: Collect and prepare data for Government systems such as DMLSS.
Safety & Incident Management: Research safety topics, prepare incident/accident reports, and conduct safety meetings as needed.
Hazardous Waste & Infection Control: May manage hazardous waste disposal and issue infection control or interim Life Safety permits.
Training & Material Control: Train personnel on material control, equipment management, and quality procedures.
Other Duties: Perform additional tasks as assigned to support contract execution and compliance.

Required Skills & Experience
Education:
Associate or Bachelor's Degree in Engineering, Construction Management, or related discipline. 5+ years of experience managing quality control programs on contracts of similar size and complexity. Experience with DHA or USACE projects in active military medical facilities. OSHA 30 Certification USACE Construction Quality Management for Contractors (CQMC) First Aid/CPR Certification Proficiency in RMS (Resident Management System) In-depth knowledge of OSHA safety regulations, PPE procedures, and accident investigation. Strong command of the 3-Phase QC process (Preparatory, Initial, Follow-up). Understanding of RFID control and equipment planning for government recordkeeping.
Nice to Have Skills & Experience
Familiarity with Procore and Bluebeam is preferred.
