PRIMARY PURPOSE:
The Chief Learning Officer (CLO) is a visionary executive leader responsible for aligning the District's academic strategy and campus leadership to ensure equitable, high-quality learning experiences for all students, providing seamless leadership across curriculum, instruction, talent development, school improvement, student support systems, and athletics.
As a core member of the Superintendent's Senior Leadership Team, the CLO drives districtwide learning excellence by leading the development, implementation, and continuous refinement of instructional programs, professional learning, school leadership practices, and extracurricular engagement. This leader ensures that every school is led by strong principals, that every classroom delivers rigorous and relevant instruction, and that student outcomes drive all decisions.

QUALIFICATIONS:
Required: Master's Degree in Education, Educational Leadership, Curriculum & Instruction, or a related field from an accredited institution Texas Mid-Management, Principal, or Superintendent Certification Minimum of 10 years of progressive leadership experience in K-12 education, including roles in both campus and central administration Preferred: Doctorate in Education or related field Experience in diverse, urban, or high-growth school districts Bilingual or multilingual proficiency SPECIAL KNOWLEDGE/SKILLS: Deep understanding of curriculum, instruction, assessment, and school leadership best practices Proven success in driving student achievement and closing opportunity gaps across diverse populations Understanding of UIL regulations and the role of extracurricular activities in student engagement and achievement Ability to manage complex systems and lead cross-functional teams toward a common instructional vision Skilled in using data to drive decisions, monitor progress, and ensure accountability Strong knowledge of state and federal education laws, including accountability systems (A-F ratings, ESSA, HB3) Excellent written, verbal, and interpersonal communication skills Ability to develop leadership capacity across all levels of the organization Experience managing large budgets and aligning resources to instructional priorities Collaborative leadership style that promotes shared ownership and continuous improvement Demonstrated success leading large-scale academic and leadership initiatives across multiple school levels MAJOR RESPONSIBILITIES AND DUTIES:
Strategic Leadership and Oversight
Set the District's academic vision and learning goals in alignment with the Superintendent's strategic plan and Board priorities Oversee all instructional and campus leadership departments, including Curriculum and Instruction, Special Education, CTE, Fine Arts, Athletics, and School Leadership Ensure alignment and coherence across all academic initiatives, from early childhood to postsecondary readiness Lead strategic planning processes for school improvement, principal development, and instructional innovation Collaborate with cabinet members to support integrated planning between academics, operations, student support services, and accountability Instructional Excellence and Program Development
Ensure high-quality curriculum development, instructional materials adoption, and assessment systems across all grade levels and content areas Monitor instructional program effectiveness and lead the design and implementation of improvements Promote workforce readiness by supporting the expansion and innovation of CTE, Fine Arts, Athletics, and enrichment programs Collaborate with relevant departments to meet the needs of students with disabilities, English learners, and gifted and talented populations Campus Leadership and School Support
Supervise and evaluate Assistant Superintendents of School Leadership Supervise and evaluate the Director of Athletics to ensure alignment of athletic programs with student engagement and achievement goals Build systems of principal coaching, evaluation, and talent development aligned with District learning goals Ensure that all campuses receive differentiated supports and interventions aligned with performance data Lead the identification, recruitment, and retention of high-impact school leaders Establish structures that empower principals as instructional leaders while maintaining high standards of accountability Data-Driven Decision-Making and Accountability
Collaborate with the Chief of Innovation and Student Support Services to use data effectively for continuous improvement Lead regular reviews of student achievement data, including disaggregation by student group, to guide program adjustments and interventions Monitor campus performance metrics and ensure responsiveness to accountability ratings, state requirements, and strategic goals Champion a culture of learning, innovation, and high expectations grounded in evidence and impact Stakeholder Engagement and Communication
Serve as the Superintendent's designee in communicating academic and school leadership priorities to internal and external audiences Build strong relationships with principals, teachers, families, and community partners to foster shared responsibility for student success Ensure effective two-way communication between central office departments and school campuses Promote public confidence in the District's learning strategy and support board reporting related to academics and school performance Operational and Financial Stewardship
Manage and align budgets related to curriculum, instruction, school leadership, athletics, and grant-funded initiatives (e.g., Perkins, Title I) Ensure effective use of human, financial, and material resources in support of academic priorities Identify and pursue funding opportunities and partnerships that expand access to high-quality learning experiences
WORKING CONDITIONS:
Physical demands: The usual and customary methods of performing the job's functions require physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position also requires frequent travel within the district and occasional travel across the state.
Mental demands: Ability to solve problems and manage high-stakes, fast-paced situations; ability to interpret diverse data sets and apply research-based practices; ability to manage competing priorities and apply leadership discretion under pressure; ability to maintain emotional control and professionalism under stress. Extended work hours may be required.
