JOB SUMMARY
The Buyer will lead the development and execution of Global Supply Management (GSM) Strategic Sourcing strategies, policies, and objectives for assigned global commodities within a manufacturing facility. This role focuses on supporting the MT&E division with capital equipment purchases, project support, and related activities, while also contributing to sourcing for the Technology Community (R&D). The position requires strong sourcing, negotiation, and supplier relationship management skills to ensure cost-effective procurement strategies that align with business, supply chain, and manufacturing objectives. Candidates must comply with DOD/ITAR requirements and be U.S. citizens or nationals.
Key Responsibilities Develop and implement Strategic Sourcing plans and objectives (short & long term) based on business forecasts, market trends, and economic conditions. Collaborate with Business, GSSM, and Buyers to prepare and solicit competitive bids, quotations, and proposals. Draft and review specifications, statements of work, performance terms, and accept/reject criteria. Conduct supplier negotiations to achieve maximum value. Lead the development and communication of global supply intelligence for assigned commodities. Manage Supplier Relationship Management (SRM) processes for assigned commodities. Develop and maintain effective supplier relationships. Create, monitor, and execute Shared Objectives and Service Level Agreements. Champion and enforce the Global Buying Policy, ensuring compliance across sourcing activities. Required Qualifications
Minimum 5 years of experience as a Buyer in a manufacturing facility. Proficiency in contract writing/management and supplier negotiations. Strong experience in developing and executing GSM strategies. Hands-on experience with Supplier Relationship Management and Total Cost of Ownership principles. Preferred Qualifications
Bachelor’s degree strongly preferred (manager will consider candidates without a degree who have additional years of relevant experience). Prior experience supporting capital equipment procurement and project-related sourcing in manufacturing. Soft Skills
Strong business acumen with the ability to influence stakeholders. Skilled in conflict management and dealing with ambiguity. Strategic thinker with the ability to manage long-term sourcing goals. Excellent interpersonal, communication, and collaboration skills.
