The
Senior Database Developer
will lead the migration of legacy Microsoft Access databases into modern, cloud-native SQL platforms, ensuring high performance, scalability, and compliance with agency standards. This role involves designing normalized schemas, developing ETL pipelines, conducting performance tuning, and overseeing validation and cut-over plans. The developer will work closely with program users and technical staff to analyze data structures, create documentation, and support knowledge transfer. The position requires deep expertise in relational database design, migration tools, and cloud-based SQL services, along with the ability to guide stakeholders through complex transitions.

Responsibilities • Lead the migration of legacy Microsoft Access databases to cloud-native SQL platforms (Azure SQL, PostgreSQL, AWS RDS). • Design and implement normalized schemas, relational data models, and schema refactoring strategies. • Develop and manage ETL processes using tools such as SSIS, Azure Data Factory, or AWS DMS. • Perform database performance tuning, query optimization, and execution plan analysis. • Coordinate with users to gather requirements, validate migrated data, and deliver smooth cut-over plans. • Create and maintain data dictionaries, runbooks, technical documentation, and training materials. • Administer RDBMS environments using tools such as SSMS, TOAD, or SQL Developer. • Implement and monitor data integration, batch processing solutions, and database security controls. • Support recovery and backup procedures, disaster recovery strategies, and accessibility compliance. • Collaborate with cross-functional teams to ensure data integrity, minimize redundancy, and maintain system performance.

Requirements
Minimum Qualifications • 10 years of experience designing, developing, and maintaining advanced Microsoft Access databases. • 10 years of expertise in relational database design, normalization, ER modeling, and schema refactoring. • 10 years of experience with Microsoft Access forms, reports, queries, and VBA automation. • 10 years of experience migrating databases into cloud SQL services (Azure SQL, PostgreSQL, AWS RDS). • 8 years of experience with ETL tools (SSIS, Azure Data Factory, AWS DMS). • 8 years of experience producing runbooks, data dictionaries, documentation, and knowledge transfer. • 8 years of experience with RDBMS administration tools (TOAD, SSMS, SQL Developer). • 8 years of experience configuring and monitoring data integration/batch processing solutions. • 8 years of experience migrating data from legacy databases into new environments.

Preferred Qualifications • 6 years of hands-on experience with CI/CD, GitHub, JIRA. • 6 years of experience with data visualization/reporting tools such as Power BI or Tableau. • 6 years of experience with Agile methodologies. • 3 years of prior experience in healthcare or public health. • 3 years of experience implementing agile best practices in Texas state agencies.

Additional Requirements • Must reside within a 50-mile radius of Austin, TX. • May be required to work evenings, weekends, or holidays with prior approval.

Work Location and Schedule • Location: 701 W. 51st Street, Austin, TX 78751 • Schedule: Monday-Friday, 8:00 AM - 5:00 PM, excluding Texas state holidays • Work Arrangement: Hybrid - 3 days remote, 2 days onsite (Thursday and Friday).
