Overview

The Education and Labor Cabinet’s mission is to educate, prepare, train, and ensure the safety of Kentucky's current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth. The Kentucky Department of Libraries and Archives provides information access for citizens, businesses, and agencies of the Commonwealth, offering virtual, physical, and human resources. We are seeking a Data Analyst to serve as state data coordinator for the Institute of Museum and Library Services (IMLS), performing data analysis and research.

Responsibilities

  • Serve as state data coordinator for the IMLS and prepare and submit the Public Library Survey (PLS); publish the Statistical Report of Kentucky Public Libraries; submit State Library Administrative Agency surveys; work with leadership to determine data-related needs and methods for gathering data; analyze the data and make recommendations to leadership.
  • Provide technical assistance to public library staff, trustees and library consultants in areas of compiling and utilizing library data and statistics and current and emerging library technology.
  • Communicate information to public libraries throughout the state regarding the PLS data collection tool, definitions and instructions for submitting data.
  • Design and conduct live online and face-to-face trainings for public library staff.
  • Educate staff in compiling and utilizing library data and statistics and current and emerging library technology.
  • Promote the use of data and statistics to plan budgets, develop services and market the value of public libraries and the resources they provide.
  • Write professional and administrative reports; evaluate library grant applications and assist grantees with grant applications; monitor grant project progress to ensure grantee is meeting requirements of the grant award.
  • Perform tax rate calculations for county library taxing districts annually.

Qualifications and Requirements

  • Minimum Requirements
  • Education: Graduate of a college or university with a bachelor’s degree OR a graduate with an associate’s degree in information technology (IT) or related field OR certification in an IT-related field.
  • Experience, Training, or Skills: Two years of professional experience in IT data analysis.
  • Substitution of Education for Experience: A master’s degree in computer science will substitute for one year of the required experience.
  • Substitution of Experience for Education: Two years of additional related experience in IT data analysis will substitute for the education requirement.
  • Special Requirements (Age, Licensure, Regulation, etc.): NONE

Working Conditions

Incumbents typically perform duties in an office setting and may require minimal travel.
