The State of Connecticut, Department of Aging and Disability Services (ADS), is seeking a detail-oriented and proactive Secretary 2 to support the day-to-day operations of our team at the Bureau of Services for Persons Who Are Deaf, DeafBlind, and Hard of Hearing. This position requires proven secretarial experience, strong organizational skills, and excellent communication abilities. A key part of this role is to serve as a communication bridge by professionally and effectively communicating in both American Sign Language (ASL) and English.

The Bureau of Services for Persons Who Are Deaf, DeafBlind, and Hard of Hearing is a vital office within ADS. The Bureau works to break down communication barriers by managing a list of qualified interpreters, connecting individuals with essential resources, and providing training to the public and state workers to improve accessibility.

Purpose of Job Class (Nature of Work)
In a state agency this class is accountable for independently performing a full range of secretarial support functions requiring an understanding of organizational policies and procedures.
Examples of Duties
Performs a variety of secretarial duties in the following areas:
- TYPING: Formats and types a full range of correspondence, reports, bills, etc.; proofs for content; edits for grammar, punctuation and spelling.
- FILING: Designs filing systems; maintains confidential files; updates reference materials and manuals.
- CORRESPONDENCE: Composes complex letters and memoranda for supervisor’s signature.
- REPORT WRITING: Compiles information and prepares reports with judgment in item selection.
- INTERPERSONAL: Greets visitors; answers phones; provides policy guidance; coordinates with internal and external stakeholders on non-routine matters.
- PROCESSING: Screens materials to determine action; may make recommendations to supervisor.
- SECRETARY: Arranges meetings; prepares materials; takes minutes; manages travel; tracks expenses.
- OFFICE MANAGEMENT: Manages supplies; purchases; time and attendance; budget support; improves workflows.
- Performs related duties as required.
Knowledge, Skill and Ability
- Considerable knowledge of office systems and procedures; grammar, punctuation and spelling.
- Knowledge of business communications and department policies; business math.
- Skills: interpersonal, oral and written communication.
- Ability to schedule and prioritize workflow; operate office equipment and software; take notes (shorthand or other).
Minimum Qualifications - General Experience
Three (3) years of experience above the routine clerk level in office support or secretarial work.
Minimum Qualifications - Special Experience
One (1) year of the General Experience must have been as a Secretary 1 or its equivalent.
Minimum Qualifications - Substitutions Allowed
College training in secretarial sciences may be substituted for General Experience: 15 semester hours = 1/2 year, max 2 years.
Preferred Qualifications
- Bilingual in ASL and English with professional experience
- Experience with Microsoft Word, Excel, Outlook, Teams, scheduling and virtual meetings
- Experience in notetaking and drafting meeting minutes
- Experience communicating with internal and external stakeholders
- Experience compiling and analyzing data
