Overview
The purpose of a Dual Inspector is to act as both a Welding and Coating inspector. A Welding Inspector must assure proper welding procedures are qualified and utilized, radiographers are certified, welders are qualified, sound welds are produced, and proper documentation is maintained. A Coating Inspector is to provide inspection of contractor’s quality of work in accordance with the client’s policies and procedures as it relates to coating of steel pipe and fittings on pipeline construction projects. These activities must be performed in accordance with the appropriate Company specifications and the approved for construction drawings.
Responsibilities
- Be familiar with the approved construction drawings and Company specifications.
- Understand the Contract document as it relates to duties on the project.
- Inspect Other Contractors' work for compliance with all permit requirements and one-call (call before you dig) requirements. Dual Inspectors shall immediately verbally communicate any deviations to the Chief Inspector and Company and follow up with formal written documentation the same day.
- Have a basic understanding of welding techniques, welding positions, welding consumables, weld preparation and welding drawing requirements; maintain a detailed inspector's log book.
- Complete and submit applicable inspection reports that accurately describe the work performed on the project in a manner such that the welds inspected may subsequently be identified per current standards.
- Take a proactive approach to safety on the job site and report safety issues to the Construction Manager, Chief Inspector and Safety Inspector.
- Plan and organize inspection duties in advance.
- Assure any design changes or material substitutions are discussed with the Construction Manager, Chief Inspector and proper Company approval is obtained.
- Verify all materials used in the installation are in compliance with Company requirements.
- Keep the Chief Inspector aware of any daily problems or anticipated problems with the project.
- Possess an understanding of the relationship between quality assurance, quality control and inspection procedures.
- Assure a welding procedure is established and each welder is qualified for the work being performed.
- Monitor the quality of the welds to ensure sound welds are produced at all joints.
- Assure repairs made to correct defects in a pipe weld sufficiently correct the defect and that the weld satisfies the requirements as outlined by the appropriate codes and Company specifications.
- Assure all welding materials are of proper type and quality, stored according to manufacturers' specifications, and that damaged materials are not used in welding the pipe.
- Witness hydrostatic testing for the duration of the test(s) and verify in advance of testing that calibration papers for the equipment are in proper order and attached to the test report.
- Prior to all backfills, HOD pull-throughs, or jack and bores, perform: visually inspect pipe for coating defects, gouges, dents, or other imperfections; verify all pipe is jeeped and holidays properly repaired prior to lowering in trench or pulled back through the HOD path; verify field-applied pipe coating meets Company's mil thickness and manufacturer's hardness specifications; verify shrink sleeves or similar products are inspected for proper installation; coordinate with other Contractors' survey crews to verify proper as-built information is recorded; verify proper padding and bedding exist around pipe; verify pipe is rigged and lowered into trench without damage.
- After all HDDs, verify that all visible pipe and weld joint coatings were not damaged during pull-through activities.
Qualifications
- A Bachelor of Science degree in engineering or technology and five (5) years' experience in natural gas/ petroleum pipeline construction and/or inspection performed in accordance with applicable federal and industry codes and standards. Completed Company Welding Inspection training and AWS CWI Cert as required by level.
- Or a high school diploma or equivalent plus at least five (5) years of practical welding experience (or equivalent), five years of experience in natural gas / petroleum pipeline construction and/or inspection performed in accordance with applicable federal and industry codes and standards and completed Company internal CWI training.
- Competent level II radiographic technicians, Pipeline Foremen, Fitters, etc.
- Level 1 – Qualified: five (5) years related experience and completed internal Company High Pressure Welding training course.
- Level 2 – Certified: five (5) years related experience, with AWS CWI certified.
- Level 3 - Dual Cert: five+ (5+) years related experience, with AWS CWI and NACE 1 or 2; experience inspecting the application of field applied pipeline coatings; minimum experience requirements per Gas Standard 182.0052; familiarity with DOT 192 and OSHA regulations; must be authorized to work in U.S.; Word and Excel computer skills; ability to read, interpret and implement the Company's OPM and attachments; ability to read construction drawings, alignment sheets and valve maps and translate to field constructability.

Wage Data
This position will pay $48.93 an hour depending on skills and experience.
Work Environment/Physical Demands
- Construction Sites and/or Client Right-of-Way (R.O.W.).
- Client testing facility (occasionally).
- Corporate office (occasionally).
- Reports to the Chief Inspector, based locally with respect to the projects.
- May require extensive driving to reach job sites and/or client/E2 offices.
- Frequent ascending and descending of ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms up in and out of pipeline bell-hole / trench / excavation.
- Maintaining body equilibrium to prevent falling and walking, standing, or crouching on narrow, slippery, or erratically moving surfaces.
- Lifting objects in excess of 50 pounds from a lower to a higher position or moving objects horizontally from position to position.
- Ability to perform visual inspection of construction crew quality of work; using measuring devices; and/or assembly of fabrication parts at distances close to the eyes.
- Able to perform in both inside and outside environmental conditions in all four seasons throughout the continental United States – extreme cold and/or extreme heat for periods of more than one hour.
- May require extensive driving to reach job sites and/or client/E2 offices.
