Highway & Roads Market Sector Director

Primary Responsibilities

Market Sector Directors (MSD) drive our business within the HDR matrix management structure. The Highway & Roads (H&R) sector is the largest in the company, representing nearly $1B annually globally. It includes clients managing highways, toll roads, city, town, and local roads, and bridge structures, with services like bridge and highway design, traffic engineering, transportation planning, and tolling.

This role requires understanding of H&R clients, their funding, revenue streams, and governmental structures at state, federal, and local levels. Responsibilities are divided into:

  • Market leadership and business development (~70%)
  • Staff development (20%)
  • Support to Operations (10%)

The Director sets strategic vision, supports growth initiatives, develops staff, and coordinates with leadership to achieve market sector goals. They maintain communication with regional and area leadership, support business development, and foster client relationships, including with government agencies and industry organizations worldwide.

Business Development

Lead market strategy, serve as a client manager, participate in project pursuits, and promote HDR’s services. Collaborate with regional leaders to implement growth plans, develop key client relationships, and represent HDR in industry associations globally.

Staff Development

Lead an organization supporting client service, staff growth, and recruitment. Manage P&L, drive technical excellence, and oversee staffing and key hires.

Support to Operations

Assist in project delivery, monitor performance indicators, promote quality assurance, and facilitate knowledge sharing.

Qualifications

  • Minimum 20 years in highway/bridge planning or engineering
  • PE license or equivalent
  • Leadership in industry associations (AASHTO, IBTTA, etc.)
  • Bachelor’s in Engineering or related field
  • At least 12 years of industry experience with leadership roles
  • Excellent communication and business skills
  • Active participation in HDR’s inclusive culture
