Division Overview

The Parking Operations Planning and Analysis division of DOT's Traffic Operations manages parking for the city's 14,000 meters, mobile payment app, seven garages, and off-street permits. It generates over $265M annually, with a $32M OTPS budget, $30M capital budget, and over 350 employees across 9 groups.

Position Summary

Parking Operations seeks an experienced candidate for Executive Director of the Finance Group. Reporting to the Assistant Commissioner, the ED oversees revenue reporting, reconciliation, adjustments, budgeting, contract administration, and customer service. The four units under the ED handle revenue from meters, apps, garages, permits, and related financial activities.

Responsibilities

  1. Manage and guide 30 employees performing revenue reconciliation, transaction adjustments, revenue analysis, and projections.
  2. Liaise with City agencies such as the Budget Office and OMB.
  3. Oversee banking activities, including setting up accounts, managing credit card processors, and resolving settlement issues.

Work Location & Hours

34-02 Queens Blvd., LIC, NY 11101. Hours: 35 hrs/week, Monday-Friday, 9am-5pm.

Additional Information

This position may be eligible for remote work up to 2 days per week under the City’s Remote Work Pilot Program.

Minimum Qualifications

Master’s degree in relevant fields plus two years of professional experience, including 18 months in a supervisory role, or a bachelor’s degree plus four years of experience with similar supervisory experience.

Preferred Skills

  • Management and interpersonal skills, including communication.
  • Advanced MS Excel and Office skills, data management.
  • Extensive budget experience, city budget preferred.
  • Vendor relationship management experience.
