Summary The primary purpose of this position is to serve as the Contractor Officer's Representative for the Base Engineering Services Contract, utilizing professional knowledge of architectural, civil, electrical or mechanical engineering expertise to review analyze and manage the performance of the Base Engineering Services Contract. Responsibilities Oversees the Engineering Program on the base as it relates to existing facilities and systems, as well as planned improvements in order to provide increase efficiency of base operations by utilizing a professional knowledge of architectural, civil, electrical or mechanical engineering. Provides professional advice on Sustainable Design and Engineering practices. Serves as a consulting architect/engineer on all design aspects of assigned projects. Provides professional consultations on a broad range of difficult architectural/engineering issues and problems. Keeps abreast of emerging technologies, regulatory requirements, and best practices to ensure that facility equipment, projects, and strategies remain relevant and functional. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the 0808 Architect; 0810 Civil Engineer; 0830 Mechanical Engineer; 0850 Electrical Engineer, Series. BASIC REQUIREMENT: GS-0810/-0830/ 0850: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. GS-0808: A Bachelor's degree (or higher degree) in architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which 30 semester hours were in architectural design, and 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) thorough knowledge of the arts and sciences underlying professional architecture, (2) a good understanding, both theoretical and practical, of architectural principles, methods, and techniques; applications to the design and construction or improvement of buildings. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of architectural/engineering concepts, principles, and practices applicable to a broad range of design. Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications. Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings. Skill in technical writing sufficient to develop solutions to problems such as procedures and methods of installation of material, extent or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional architectural/engineering concepts, principles, and practices relating to engineering management; civil, mechanical, electrical, or architectural systems design; and/or construction. 2. Knowledge of engineering management program development. 3. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; program planning and budgeting cycles, financial control and budget systems, and management; and environmental principles, practices, procedures, laws, regulations, and current legislative issues. 4. Knowledge of facility systems, i.e., heating, ventilation, and air conditioning; lighting; plumbing; architecture/building envelope; and central utility systems. 5. Knowledge of information systems to conduct lifecycle cost analysis, engineering modeling, and other tools to effectively accomplish assigned functions. 6. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions; plan and organize work and coordinate with other engineering disciplines and architects; communicate effectively, both orally and in writing; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
