This role supports multiple business lines to help achieve growth in the federal market and leads strategic proposal management and capture planning for major pursuits, as well as interview development and BD support for select client account management meetings. What You Will Do
(In PA, GA, VA, FL, CO, TX or MO) — GFT Shared Service Services team supports global operations and the backbone for delivering infrastructure design and consulting services. You will join our BD&M team as a Senior Proposal Manager. This role can be based at multiple offices and involves leading strategic proposal management and capture planning for major pursuits, overseeing interview development for standard-level pursuits, and providing BD support for select client account management meetings. What You’ll Be Challenged To Do The Sr. Proposal Manager supports multiple business lines to achieve growth in the federal market and contributes to meeting GFT's strategic and business goals by leading proposal management and capture planning for major pursuits; leading interview presentation development for standard pursuits; and providing BD support for select client account management meetings. Responsibilities PROPOSAL WRITING Delivers consistent, high-quality, client-centric proposals. Critiques technical sections, offering ideas for improvement, refinement, and improved client focus. Serves as lead author for executive summaries and other qualification sections for major-level proposals. PROPOSAL MANAGEMENT Lead at least 2 complex proposals concurrently with other smaller proposals as needed, including large IDIQ and MATOC SF330s, technical proposals, and task order proposals. Lead major-level proposals, support alternative delivery proposals, and oversee standard proposals. Lead kick-off and milestone review meetings for major-level proposal. Develop and define the proposal strategy for major-level proposals. Prepare and implement realistic proposal schedules for major-level proposals. Review each proposal section to ensure consistency of proposal messaging. Drive the process to execute the proposal plan for major pursuits. Answer questions about the opportunity, allocate assignments, coordinate upcoming actions, and create a cohesive team. Coach others to define and use proposal strategy statements effectively. Lead storyboarding sessions and orchestrate high-value graphics. Coach and advise the team on proposed solutions to open comments from the review process. Work closely with client account managers to prepare for and participate in post-award debriefings with clients. Conduct peer compliance checks for major-level proposals; may perform reviews for other BD teams. INTERVIEW DEVELOPMENT Lead interview presentation development for standard-level pursuits by working closely with the supervisor and support interviews for major-level pursuits. CAPTURE PLANNING Lead capture planning activities for major-level pursuits. Drive the development of action-oriented capture plans to influence the client, assess the opportunity, and identify a winning strategy. Proactively drive the development of the opportunity with the Capture Manager. CLIENT MANAGEMENT Provide BD support for select client account management meetings, particularly with a strong client account manager. Support management and planning for opportunities in the pipeline (in partnership with Ops). BUSINESS DEVELOPMENT & MARKETING Collaborate with MARCOM to develop opportunity-specific marketing tactics as part of capture planning. Champion and understand the entire BDLP process. Train staff on capture planning. SUPERVISORY (IF APPLICABLE) May supervise APS, PS I, PS II, and Sr PS staff. Assign tasks to team members and review work for quality and compliance. Manage and/or assist BD Manager or Leader with proposal workload and resourcing. Provide leadership and direction to BD&M and pursuit teams. Perform Performance Evaluation Reviews (PER) and recommend staff training. Mentor and train other staff members. Education | Experience What You Will Bring To Our Firm Normally 8-10 years of experience in leading, coordinating, planning, and developing AEC proposals and qualifications, and sales/technical presentations for federal agencies (USACE, DHS, NAVFAC, a plus). Strong knowledge of federal procurement practices and systems, including SAM.gov, PIEE, FAR, and FPDS. What We Prefer You Bring Proficiency with capture planning concepts and best practices. Demonstrates a high level of emotional intelligence, adapts communication style to each situation, and employs a clear, concise, and confident communication style. Communicates technical information to a non-technical audience. Active listener with open-mindedness and insightful questioning. Communicates with supervisor and proposal team on workload and status. Manages team communications and facilitates conflict resolution on any level proposals. High attention to detail and ability to adapt quickly to changing conditions while driving teams to high-quality deliverables. Navigates risk and uncertainty and elevates high-risk items for discussion. Champions BDLP process within BD&M and with operating partners. Establishes and maintains trust with internal clients and external partners on a project basis. Client-first approach; supports internal client needs. Demonstrates social intelligence via empathy, listening, and curiosity. Compensation The salary range for this role is $115,000 - $135,000.
