Overview
The CFO supports the mission of PCHS (FQHC) planning and overseeing the fiscal operations of the organization in order to maintain the clinic’s financial health and optimize the organizational goals.
Responsibilities Under general direction of the CEO, and within the framework of established policies and objectives, the CFO is responsible for the overall financial management of PCHS, i.e., including planning (long and short term), budgeting, accounting, financial statements, proposing fee structures, managing A/R, monitoring the financial status of the Center including 340B Pharmacy program, ensuring appropriate reimbursement, maintaining internal controls, ensuring a successful annual audit, financial management of grants, and performing the necessary and appropriate financial/program analyses. Develops and ensures implementation of goals, projects, policies, procedures, methods and controls in his/her areas of responsibility. Selects, trains, supervises and evaluates department supervisory staff.
Directs the general accounting activities, including maintenance of general ledgers, analysis of computer printouts, and review of payroll records. Prepares financial and statistical reports as required by the CEO, Board of Directors, Senior Management Team, and State/Federal regulations and program requirements. Prepares annual and special financial reports, studies projects and analyses reports. Willing to participate in CQI activities.
Qualifications
FQHC Experience
: 2+ years in federally qualified health centers; deep knowledge of 340B, HRSA compliance, grant management
Financial
Leadership
: 7+ years progressive healthcare finance experience; Controller/Finance Director ready for CFO step
Technical Expertise
: PPS reimbursement mastery (Medicare/Medicaid), federal grant accounting (2 CFR 200), revenue cycle optimization
Mission Alignment
: Demonstrated commitment to underserved populations; bilingual (English/Spanish) strongly preferred
Education
: Bachelor's required (Accounting/Finance); CPA or MBA preferred
Credentials and Experience
Required
Bachelor’s Degree in Business Administration with emphasis on accounting or MBA
Five (2 to 3) years financial experience with an FQHC healthcare system.
A minimum of three (2) years healthcare experience and two (2) years in a supervisory capacity
Experience administering grants
Experience in mainframe accounting systems and PC based systems
Experience with an FQHC setting ( Board participation, 340B Revenue cycle, in charge of audits, supervise financial team.
Preferred
Master’s Degrees in Accounting or the equivalent
Certification as a Public Accountant (CPA).

Special Requirements Requires sitting, standing and walking for extensive periods of time. Requires working under stressful conditions or working irregular hours. Requires frequent exposure to communicable diseases, body fluids, toxic substances, medicinal preparations and other conditions common to a clinic environment. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to work with a moderate noise level in the work environment is required.
