Contract Specialist II

– Washington, DC Contract Specialist II supports AFRCO and SAF/AQL in planning and managing acquisitions for a range of products and services vital to national security. This role provides procurement support while adhering to Federal, DoD, and Air Force acquisition policies and regulations to help ensure effective mission execution and enhance technical capabilities in high-priority projects. Duties and Responsibilities

Acquisition Planning and Management:

Assist in planning and managing acquisitions for a variety of products and services within the contracts division. Comprehensive Contract Support:

Deliver cradle-to-grave contract support, including pre-award and post-award activities, such as market research, solicitation documentation, and related processes. Strategic Acquisition Support:

Collaborate with the Contracting Officer in developing acquisition strategies and determining contract methods and types based on project needs. Contract Oversight:

Support the Contracting Officer in monitoring contract performance, reviewing issues and budget constraints, and providing basic insights and recommendations. Contracting Expertise:

Apply knowledge of contracting for complex programs, including major systems and R&D projects, using various contracting methodologies per FAR, DFARS, and AFFARS. End-to-End Contract Management:

Manage contract actions from initiation through closeout, ensuring adherence to policies and regulatory standards. Source Selection and Documentation:

Conduct source selection activities, cost and price analysis, negotiation support, and preparation of all necessary contract documentation. Other duties as assigned. Qualifications

Education:

Bachelor’s degree (BA/BS) in a relevant field. Experience:

Minimum of five (5) years of relevant DoD, IC, or industry experience, with at least one (1) year in a SAP or SCI environment within the past five years. License:

Valid and active driver’s license. Clearance:

Active TS/SCI clearance with eligibility for CI Polygraph. Knowledge, Skills, and Abilities

Technical Guidance:

Ability to assist, advise, and perform tasks with limited technical guidance to develop solutions to contracting problems. Contracting Knowledge:

Understanding of acquisition processes for complex systems, R&D, and classified programs, in compliance with FAR, DFARS, and AFFARS. Analytical Skills:

Cost and price analyses, market research, and contractor performance assessment under tight deadlines. Organizational Skills:

Maintaining contract files, drafting documentation, and managing multiple actions from start to finish. Communication Skills:

Strong written and verbal communication for negotiation, performance oversight, and stakeholder interactions. Adaptability:

Ability to work under deadlines, prioritize tasks, and handle complex workloads in support of national security initiatives. Travel Flexibility:

Ability to travel CONUS and OCONUS as needed; travel is infrequent if at all. Growth and Culture
