Responsibilities
The Project Manager must ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
Project Manager must be responsible for all Contractor work performed under the SOW and must be the single point of contact for the Contracting Officer and the COR.
The Project Manager must be available to the COR via telephone between the hours of 0800 and 1700 EST, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within 24 hours of notification.
The Project Manager must provide a monthly status report to the Contracting Officer and COR.
Project Manager must make use of the resources and tools available to continue contracted functions to the maximum extent possible under emergency circumstances.
Develop and submit Monthly and Weekly Reports
Hold Weekly Status Meetings with the COR and Senior leaders as necessary
The PM will oversee and manage the following functional elements.
Oversight and Compliance
COR eFile Quarterly compliance reviews
Routine COR Appointment Memo quality reviews
Update COR related CGAP appendices
Develop and monitor COR and COR Program compliance
Document results of associated reviews and lessons learned
Assist COR Community with contract admin issues upon request
Draft, revise, and interpret COR related policy as necessary
Community Management
Create and disseminate centralized COR eFiles
Maintain COR Population Dashboard
Collaboration with Coast Guard Agency Certification Manager regarding COR certification
COR Recognition Program
COR Mentoring Program
Streamline COR Nomination, Appointment, and CPARS registration processes
Develop, deliver, and publish COR related training
Continue to support the COR and Finance Communities FSMS transition
Communication
Maintain and upgrade COR Community website
Optimize use of Coast Guard Communities Marketplace
Weekly information dissemination
Investigate a new and expanded approach to COR Community Outreach
COR Program marketing campaign
Monitor and respond to COR Help Desk and CORServices inbox inquires
Disseminate training materials and best practices
Schedule and hold meeting as necessary
Requirements
Must be a US Citizen
Must be able to pass pre-employment background check
Must be able to obtain/maintain a Public Trust Clearance
At a minimum, the qualified personnel shall have at least three (3) years of experience in federal contracting or project management. The experience shall be commensurate with Federal Acquisition Certification (FAC-C) – Level II Contracting/COR OR Defense Acquisition Workforce Improvement Act (DAWIA) requirements Level II. Subject Matter Experts may be used for certain functions and do not require the level II certification.
Prior US Coast Guard experience is preferred
Prior Federal experience is preferred
