Responsibilities
The Director Program Support has a significant level of authority for decision-making, staffing, and budgeting for their functional area, subject to approval of critical issues by senior management within MTA Construction & Development.
Delivers recommendations for policy and procedural changes with final approval from senior management and supports implementation of such changes.
Provide direction within their area of responsibility to ensure effective implementation of administrative processes and recommend efficient and effective departmental or business unit operations.
Manage provision and coordination of administrative functions within their area, including capital project budget administration, procurement requests, payment coordination, timecard/job charge management, space management (including field offices), non-revenue vehicle management, training/travel requests, overtime management, audit response, internal controls, and/or equipment/supplies management.
Coordinate with related parties throughout C&D and the MTA agencies.
Manage development, analysis, reporting, and maintenance of data and related systems required for effective operations in project management, business units, or departmental operations.
Provide input into overall strategy and approach in consultation with senior management.
May manage budget activities and requests for a program of capital projects within a business unit or for departmental operations.
Directly prepare data analysis, reporting, and presentations related to capital project management, business unit, and/or departmental operations.
May direct data and document management activities for project management systems within a business unit or integrated project.
May manage activities to prepare and support personnel requests and documentation for a department or a business unit, including temporary staffing services.
Coordinate within the business unit(s) and maintain related reports and data.
May manage and provide input to resolve complex issues for contracts and procurement requests supporting operations or capital program/project-related issues.
Education and Experience
Bachelor’s degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.
Minimum of ten (10) years of related experience.
Minimum of five (5) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.
Competencies
Demonstrated experience in managing diverse administrative functions supporting operations of a large organization.
Experience in implementing MTA policies and practices related to project management, budget, human resources, procurement, payment processing, facilities management, timekeeping, and/or other administrative functions preferred.
Ability to manage complex, sensitive issues with high confidentiality and judgment.
Excellent communication and interpersonal skills.
Ability to build relationships and work collaboratively with stakeholders at all levels.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
