U.S. Citizenship Required. Must have the ability to obtain / maintain a PublicTrust clearance. Bachelor’s degree and 12 years of experience; or Masters degree and 10 years; or Associate’s degree and 14 years’ experience; or HS diploma/equivalent and 16 years experience. Experience in product ownership, program management, or systems engineering. Demonstrated experience in Agile product ownership (scrum, SAFe, or equivalent). Strong background with surveillance systems (radar, ADS-B, cooperative surveillance, or related technologies). Strong skills in requirements gathering, backlog management, and prioritization. Experience with risk management, trade studies, and decision analysis. Preferred Qualifications
Direct FAA or NAS configuration management experience. Knowledge of FAA Safety Management System (SMS) principles and safety integration practices. Familiarity with FAA acquisition processes, AMS standards, and system certification requirements. Professional certifications such as Certified Scrum Product Owner (CSPO), SAFe Product Owner/Product Manager, or PMP. Experience with FAA NextGen modernization programs and NAS surveillance dependencies. Background in air traffic management systems, cooperative surveillance, or avionics integration. Familiarity with federal cybersecurity and Zero Trust requirements as they apply to surveillance systems. Experience contributing to federal aviation policies, advisory boards, or industry standards. Strong understanding of system interoperability and integration challenges in NAS modernization. The ideal candidate will lead the planning, prioritization, and delivery of FAA surveillance systems initiatives. In this role, you will own the product backlog, collaborate with cross-functional teams, and ensure that surveillance system modernization efforts—such as radar, ADS-B, and cooperative surveillance technologies—are aligned with FAA mission priorities. This position offers an excellent opportunity to gain in-depth experience in federal contracting while supporting high-visibility aviation programs. In this position, you will: Serve as the primary product owner for the FAA surveillance workstream, managing backlog, priorities, and roadmap. Partner with stakeholders, engineers, and FAA leadership to capture requirements and define user stories. Develop and maintain a clear product vision and strategy for surveillance system modernization. Facilitate backlog grooming, sprint planning, and release prioritization with Agile delivery teams. Ensure system designs align with FAA standards, safety requirements, and NextGen initiatives. Collaborate with system engineers, safety leads, and test engineers to validate delivered capabilities. Provide regular status updates, metrics, and recommendations to FAA leadership. Ensure workstream deliverables are integrated into broader FAA modernization programs. Manage dependencies and risks across multiple subcontractors and technical teams. Champion user needs, safety priorities, and mission-critical outcomes in all planning activities. Serve as the voice of the customer and FAA stakeholders, translating requirements into actionable user stories and ensuring delivery teams produce high-value, safety-critical solutions. Experience working with contractors, subcontractors, and technical integrators. Ability to define and track key performance indicators (KPIs) for product outcomes.
