Help shape the future of U.S. airspace safety and efficiency. We are seeking a Telecommunications Workstream Product Owner to join our team of qualified, diverse individuals. The ideal candidate will lead the strategy, prioritization, and delivery of FAA telecommunications modernization initiatives. In this role, you will serve as the primary liaison between FAA stakeholders, technical teams, and Agile delivery groups, ensuring that telecommunications systems including voice, data, fiber, and IP-based networks are modernized to meet FAA’s mission requirements. This position offers an excellent opportunity to gain in-depth experience in federal contracting while supporting high-visibility aviation programs. In this position, you will: Own the product backlog, define features and user stories, and ensure that every delivery cycle advances FAA’s ability to maintain safe, resilient, and future-ready communications. Ability to define and track key performance indicators (KPIs) and value metrics. Serve as the Product Owner for FAA telecommunications workstream modernization initiatives. Define and manage the product vision, roadmap, and backlog for telecommunications systems. Translate FAA mission and stakeholder requirements into clear features, epics, and user stories. Lead backlog refinement, sprint planning, and release prioritization with Agile teams. Collaborate with engineers, safety leads, and cybersecurity specialists to ensure design compliance with FAA and federal standards. Ensure successful integration of voice, data, and IP-based systems with NAS infrastructure. Oversee testing, validation, and acceptance of telecommunications solutions. Provide progress reports, KPIs, and performance metrics to FAA leadership. Identify and manage risks, dependencies, and trade-offs across modernization workstreams. Act as the voice of FAA stakeholders, balancing operational, safety, and technical priorities. Responsibilities and Qualifications

Basic Qualifications

U.S. Citizenship Required. Must have the ability to obtain / maintain a Public Trust clearance. Bachelor’s degree and 12 years of experience; or Masters degree and 10 years; or Associate’s degree and 14 years’ experience; or HS diploma/equivalent and 16 years experience. Experience in product ownership, systems engineering, or telecommunications program management. Demonstrated experience with Agile methodologies (Scrum, SAFe, or equivalent). Strong background in telecommunications systems (voice, fiber, data, and IP-based infrastructure). Strong understanding of system interoperability, resiliency, and modernization challenges. Preferred Qualifications

Familiarity with FAA Safety Management System (SMS) principles and compliance requirements. Knowledge of FAA acquisition processes and AMS standards. Direct FAA or NAS configuration management experience. Certifications such as Certified Scrum Product Owner (CSPO), SAFe POPM, or PMP. Experience supporting FAA NextGen modernization programs or telecommunications infrastructure initiatives. Familiarity with international telecommunications and aviation standards (ITU-T, ICAO). Background in federal cybersecurity frameworks (Zero Trust, NIST RMF, FedRAMP) as applied to telecommunications. Experience contributing to federal policy, advisory boards, or industry working groups. Why This Role Matters The FAA is the cornerstone of aviation safety and innovation.
