The Contract/Program Manager serves as the primary point of contact for the contractor\'s team, ensuring all contract requirements are met, including performance standards, deliverables, and compliance. This role oversees multiple functional areas, manages staff, and coordinates with government representatives (e.g., Contracting Officer and COR) to deliver high-quality support to the DHA Office of Small Business Programs (OSBP).
Responsibilities
Act as the contractor’s authorized representative for all contract matters, including daily operations, issue resolution, and communication with the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
Develop and maintain the Quality Control Plan (QCP) and ensure compliance with performance standards outlined in the PWS and Quality Assurance Surveillance Plan (QASP).
Manage staffing levels, including monthly status reports on the Staffing Plan, filling vacancies within 30 days, and providing updates on recruitment efforts.
Oversee transition-in and transition-out periods, including coordination, data transfer, and orientation.
Attend semiannual performance review meetings, summarize highlights and corrective actions, and submit Monthly Progress Reports (MPR) on expenditures, status, and issues.
Ensure compliance with security requirements, including Non-Disclosure Agreements (NDAs) (Deliverable 4), background investigations, and training (e.g., DHA Onboarding Checklist).
Manage travel arrangements and costs within the not-to-exceed (NTE) budget, ensuring pre-approval by the COR.
Prohibit misuse of government resources and ensure contractor personnel identify themselves as contractors in all communications.
Education and/or Experience Required:
Bachelor’s degree in a business-related field (e.g., Business Administration, Management, or equivalent).
Minimum of 5 years of experience successfully managing multiple direct reports and functional areas in a government contracting environment.
Knowledge of federal procurement regulations (FAR, DFARS), small business programs, and DoD policies (e.g., DoDI 4205.01).
Strong leadership, communication, and problem-solving skills; ability to handle multiple priorities in a fast-paced environment.
U.S. citizenship and ability to obtain/maintain a favorable background investigation (ADP/IT II non-critical sensitive position).
Preferred Skills
Experience with DoD or DHA contracts, including data analysis, strategic communication, and mentor-protégé programs.
Proficiency in project management tools (e.g., Microsoft Project) and reporting software.
Certification in Project Management (e.g., PMP) or Contracting (e.g., DAWIA Level II).
