The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Business Analyst. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high-quality, and member-driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community. This is a critical DDD position that conducts on-site clinical health and safety visits to vendor sites across northern Arizona.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing, Certification and Regulation (OLCR), cannot have a principal interest in or have a spouse or close family with a principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Responsibilities
- Identifies and documents business needs and requirements, evaluates gaps in operational processes and procedures. Performs requirements elicitation/management and documents use cases to facilitate implementation of solutions that meet business objectives.
- Leverages understanding to document meaningful user acceptance criteria for user stories. Facilitates communication between stakeholders at all levels and resolves conflicts. Creates and delivers related user documentation and end-user training.
- Develops test plans/cases, ensures appropriate test coverage, and executes testing to verify applications meet customer-defined requirements. Conducts user acceptance testing with end users.
- Works with internal/external partners to ensure data sharing complies with all legal and regulatory requirements and contractual safeguards. Assists users with options, policies, practices, and conducts audits.
- Identifies opportunities for improvement in business processes and test automation. Documents test flow and data requirements/dependencies, and tracks software defects as well as issues with performance and usability.
Knowledge, Skills & Abilities (KSAs)
Knowledge
- Principles and practices of the Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC).
- Principles and practices of systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development.
- Application integration and regression testing.
- Project management techniques, testing techniques, and testing methodologies.
- Software and development processes, relational databases, networks, client-server, and intranet/internet environments.
- Business methods and goals of those requesting services (the customers).
- Data sharing agreements and compliance with legal and regulatory requirements (BABOK).
Skills
- Perform manual and automated test execution on web applications.
- Utilize various testing methodologies and analyze test results.
- Design effective business procedures and processes to enhance the overall quality of applications.
- Author policies and procedures with collaboration to safeguard client data per legal and regulatory requirements.
- Set goals and objectives, plan assignments, monitor and assess progress, and prioritize multiple work assignments.
- Foster relationships, respond to customer needs and meet commitments.
- Excellent interpersonal, written and oral communication skills.

- Communicate, organize and plan testing requirements on multiple projects simultaneously.

Selective Preference(s)
The ideal candidate for this position will have:
- Knowledge/experience in completing DSA's and automated systems data, SQL and querying techniques is highly desirable.
- Bachelor's Degree and/or five (5) years of experience in business analysis (or equivalent experience).
- PMI certification is a plus.
- Lean or Six-Sigma certification is a plus.
Pre-Employment Requirements
- In-state travel is required. Driver’s License requirements: Any employee operating a motor vehicle on State business must possess and retain a current, valid driver’s license and complete required training and checks. The license must be current, unexpired, and not revoked or suspended. Employees driving on state business are subject to driver license checks and must maintain acceptable driving records. An employee operating a personally owned vehicle on state business shall maintain the statutorily required liability insurance.
- Successfully pass background and reference checks; employment is contingent upon completion of the process and accommodation of restrictions.
- All newly hired State employees are subject to and must complete the Electronic Employment Eligibility Verification Program (E-Verify).
- Employee shall obtain and maintain a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1968.
