Overview
POSITION SUMMARY:
The Chief Financial Officer is responsible for protecting the assets of the Big Valley Rancheria (BVR) by establishing financial policies, procedures, controls, and reporting systems. This position directs and oversees all the daily financial activities and operations of the Tribal Government and supervises the Finance Department. The CFO is responsible for keeping the Business Committee apprised of the ongoing financial position of the Tribe’s governmental programs, providing advice and guidance concerning financial decisions, and assisting the Business Committee in developing short and long-term financial goals and strategies for the Tribe. Essential duties and responsibilities
Lead daily operations of the Finance Department ensuring the highest levels of accountability, transparency, communication, and performance, while maintaining compliance with all applicable policies, procedures, and financial regulations. Direct and oversee annual budget preparation in collaboration with the Tribal Administrator, Program Managers, Department Directors, and the Finance Department, for approval by the Business Committee. Provides leadership, advice, and guidance to the Business Committee regarding short- and long-term strategic financial planning and investing. Develop internal policies and procedures to ensure effectiveness, compliance with regulations and legal requirements, internal controls, and segregation of duties. Reviews all bank reconciliations to ensure they are appropriate, and all reconciling items are reasonable. Review and approve all wire transfers or online banking activity. Ensures pay rates for all employees are appropriate and any changes are supported by appropriate documentation. Ensures that the financial records and processes comply with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) Pronouncements, and the OMB Super Circular on Uniform Guidance. Prepares and presents financial reports to the Business Committee regarding operations, statistics, trends, budget requirements, and other influencing factors. Manages the performance of the annual audit, as well as other regulatory reporting that requires financial information. Manages the Tribal Government banking relationship and daily banking transactions, including wire transfers, cash management, debt payments, management of bank notes, reconciliation, and reimbursement of accounts. Oversees the Tribal Government payroll function. Manages Tribal fiscal records to ensure accessibility and protection of financial information and resources. Ensures compliance with all applicable tax laws; assists with and oversees the preparation of applicable tax returns/forms. Responsible for developing, recommending, and implementing internal accounting and financial controls and programs to protect and grow the Tribe’s financial resources. Provides leadership through effective goal setting, delegation, and communication. Conducts regular departmental staff meetings to ensure that staff are well-informed of program changes, policies, and procedures. Oversee the Finance Department staff and responsibility for recruitment, hiring, discipline, performance evaluations, orientation, training, and providing direction. Advises Business Committee and its Fiscal and Audit Committee as needed in matters related to finance, investments, the Tribe’s employee 401(k) plan, and operations of the Finance Department. Interfaces with the Chief Financial Officer of Konocti Vista Casino from time to time as needed. Review all major financial transactions including, but not limited to, contracts, grants, agreements and financing arrangements and provide advice to the Tribal Administrator, Staff and the Tribal Committee on such matters. Demonstrated ability to effectively translate complex financial concepts to stakeholders at all levels (i.e., Finance Department Staff, Program Managers, Department Managers/Directors, Fiscal and Audit Committee, Business Committee, Tribal Citizens, etc.). Demonstrate accuracy and thoroughness, with the ability to monitor work to ensure quality. Demonstrate keen analytic, organization, and problem-solving skills which allow for strategic data interpretation. Demonstrate a record of satisfactory performance in all prior employment as evidenced by positive employment references from previous employers. Demonstrate strong cultural awareness and sensitivity and ability to work effectively within a Native American tribal government environment. Knowledge of financial reporting, laws, statutes, and regulations of fiscal grant management and TANF programs. Knowledge of indirect vs direct expense rates and allocation methods. Knowledge of the diverse needs of Native American youth and families and the socio-economic issues relating to a diverse Native American population. Knowledge and experience with Microsoft Office Suite, including Microsoft Word, Excel, PowerPoint, etc. Successful clearance of all pre-employment testing, background, and credit checks. Ten (10) years of relevant financial and/or accounting experience required. Bachelor’s degree in accounting, Finance, Business Administration, or related field. Certified Public Accounting (C.P.A) or MBA is preferred. Experience working with Tribes and Tribal programs preferred. Other requirements
Must be eligible for coverage under the Tribe’s vehicle insurance policy. Must possess a valid California driver’s license. Must be willing to travel locally, regionally, statewide, and/or out-of-state, as necessary, during or after regular working hours. Preference in hiring is given to qualified American Indians in accordance with the Indian Preference Act (Title 25 U.S. Code, § 472 and 473). Applicants claiming Indian preference must submit verification by Tribe of affiliation or other acceptable documentation of Tribal Enrollment. Must be twenty-one (21) years of age.
