This Opportunity The Senior Program Controls Manager will provide leadership and oversight for program controls across mega-capital programs, ensuring successful delivery through integrated cost, schedule, risk, and reporting functions. This role requires proven expertise in managing large, complex programs; leading multidisciplinary teams; supervising and developing project controls staff; interfacing with clients at the executive level; and serving as a technical subject matter expert (SME) in project controls. The ideal candidate will bring both strategic and hands-on capabilities to drive performance, ensure compliance, and create value for the client. Your Impact
Key Responsibilities: Provide executive-level leadership for program controls on multi-billion-dollar or mega programs. Supervise, mentor, and develop a large team of project controls staff across cost, schedule, risk, and reporting disciplines. Manage and grow high-performing teams by implementing training, career development, and succession planning initiatives. Establish program-level controls strategies, processes, and governance frameworks in alignment with client requirements and industry best practices. Serve as the program controls subject matter expert (SME), providing technical guidance on scheduling, cost engineering, risk management, earned value, and performance reporting. Act as primary client interface for program controls, fostering strong relationships, providing executive-level reporting, and ensuring client satisfaction. Lead preparation and presentation of program controls deliverables, including forecasts, dashboards, KPIs, risk registers, and performance reports. Oversee integration of cost, schedule, and risk data to provide holistic insights into program performance. Partner with business development teams to support pursuits, proposals, and client presentations, bringing thought leadership in program controls. Proactively identify risks and opportunities at the program level and recommend actionable mitigation strategies. Who You Are
Minimum Requirements: Bachelor’s degree in Engineering, Construction Management, Business, or related field. 15 years of experience in project/program controls on large-scale capital projects, with at least 5 years in a leadership role on mega programs. Demonstrated success supervising and growing large, multidisciplinary teams of project controls professionals. Deep expertise in project controls functions including scheduling (Primavera P6), cost engineering, earned value management, and risk analysis. Proven track record of interfacing with clients and senior stakeholders, with exceptional communication and presentation skills. Strong leadership, organizational, and decision-making skills with the ability to operate in high-pressure, fast-paced environments. Commercial awareness with experience supporting business development, proposals, and client negotiations. Preferred Qualifications: Professional certifications such as PMP, CCP, PSP, PMI-SP, or equivalent. Experience with digital program controls platforms, data analytics, and dashboard/reporting tools. Background in infrastructure, transportation, energy, or other mega capital programs. Compensation and Benefits
