Performs cradle-to-grave contracting actions including: acquisition planning, solicitation, evaluation and cost/price analyses, negotiations, contract award, modifications/amendments, terminations, closeouts, and contractor performance reviews. Performs Pre- and Post-Award functions for a wide variety of highly complex procurements and contracts that are unusual, unique, non-routine or otherwise difficult to accomplish. Performs market research, identifies potential vendors, evaluates offers, performs comparative price analysis for reasonableness, and recommends award of contracts. Negotiates settlements for contractual changes. Negotiates equitable adjustments and supplemental agreements to delivery or performance time and prices, and execution of supplemental agreements for reduced or additional requirements. Provides guidance or training to lower grades, new hires, or others as necessary. Serves as a Warranted Contracting Officer based on the needs of the assigned Supply Chain. Requirements

The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis. Subject to Overseas Rotation Agreement, Tour Length: 36 Months Defense Acquisition Workforce position. Must complete DoD certification and other requirements. See Additional Info. This is a target grade position. Those selected at the GS-11 will be eligible for GS-12 after completion of 52 weeks at GS-11. Qualifications

To qualify for a Contract Specialist, your resume and supporting documentation must support: Basic Contracting Requirement: A) a bachelor's degree from an accredited educational institution OR B) a current civilian employee in DoD or member of the Armed Forces who occupied an 1102 contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. Specialized Experience: One year of specialized experience directly related to the duties of the position. For GS-12, specialized experience must be at the GS-11 grade level or equivalent; for GS-11, at the GS-09 level or equivalent. Creditable specialized experience includes: GS-12: Applying and adapting contracting principles, laws, statutes, regulations, and procedures; soliciting offers; performing acquisition planning; independently negotiating; intensive market research. GS-11: Assists in applying contracting principles; solicits offers; acquisition planning; negotiates to procure services, equipment and/or construction products; performs market research. Education Substitution (GS-11/12): Education must meet requirements; submit transcripts. Details on graduate/foreign education and combination rules are provided in the original text. GS-12: No educational substitution at this grade level. GS-11: 3 full academic years of progressively higher level graduate study, or Ph.D., or equivalent doctoral degree.
