Overview The Vice President of Behavioral Health provides leadership within the integrated division, vision and oversight of an integrated model of substance use disorder (SUD) services, MHOTRS (Mental Health Outpatient Treatment and Rehabilitation Services) RPC and HPC clinics, and CCBHC (Certified Community Behavioral Health Center) federally funded SAMHSA initiatives. The VP ensures quality, integrated, person-centered care that meets regulatory requirements, maximizes funding opportunities, revenue and addresses community needs.
Essential Responsibilities
Ensure delivery of evidence-based, trauma-informed, and culturally responsive care.
Monitor compliance with OASAS, OMH DOH, SAMHSA and other regulatory standards.
Implements and monitors systems related to clinical, operational, and billing compliance according to regulations.
Monitor clinical quality assurance, performance improvement, and risk management processes.
Collaborate with SVP and Finance Department to create operational and financial strategic plans and manage within budgets.
Identify new funding, policy and partnership opportunities through outreach efforts.
Help create targets for census and implements, monitors marketing, and outreach plan to achieve goals.
Ensure program goals, deliverables, and outcome are met within contractual timelines.
Provide operational oversight and support of all programs. Continually assesses, monitors, and improves policies, procedures, and systems as needed.
Participate in external committees and conferences as required. Ensure ongoing understanding of all policies, procedures, and regulatory changes and positively represent ICL to external stakeholders.
Participate in agency committees as appropriate.
Guide integration of medication-assisted treatment (MAT), harm reduction, crisis services, and co-occurring disorder treatment models.
Oversee the design, implementation, and evaluation of all SUD, MHORTS, and SAMHSA-funded behavioral health programs.
Review client charts and ensure Medicaid/Medicare regulations are met.
Conduct site visits as needed; participate in the community.
Performs other duties as required.
Essential Knowledge, Skills and Abilities

Excellent financial acumen with experience managing large budgets.
Knowledge of mental health and industry trends, including managed care.
Ability to build teams and lead a multi-disciplinary staff of professionals, paraprofessionals, and support staff to facilitate effective programs.
Ability to think strategically, analyze trends, identify problems, and provide and implement effective solutions.
Ability to multi-task, meet deadlines and manage resources which include funds, material, time, and people.
Demonstrates knowledge of, and supports, organizational mission, vision, and values, and the code of ethical behavior.
Ability to navigate, collaborate, and be effective within dynamic, complex organization.
Ability to effectively communicate and interact with auditors, regulatory bodies, clients, staff, colleagues, public, other agencies and their staff and third-party insurance personnel.
Must be comfortable with various software and technology necessary for performing duties.
Successful track record of leading diverse interdisciplinary staff is essential.
Superior written and verbal communication skills are a must.
Must be flexible to meet the needs of the program.
Qualifications and Experience Minimum:
Education:
Master’s degree in social work, psychology, public health, health administration or related field required; LCSW, LMHC, PhD preferred; a minimum of 7 years of progressive leadership in behavioral health.
Job Knowledge:
Must have a good understanding of NYS OASAS, OMH, and NYCDHMH regulations. Superior written and verbal communication skills are a must. Must be comfortable with various software and technology necessary for performing duties. Successful track record of leading diverse interdisciplinary staff is essential.
