Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), and VA Medical Center Hampton, Virginia under Engineering Service. Responsible for the installation, modification, troubleshooting, servicing and maintenance of both medium and low voltage electrical equipment; circuits and all associated devices. This position requires the skills and abilities of a journeyman level electrician.

Duties

Performs installation, maintenance, and/or repair of electrical systems within the facility. Performs work with little or no supervision in installing, maintaining, troubleshooting and repairing electrical wiring systems and associated fixtures, controls, and equipment in industrial, institutional, office, and residential buildings. Maintains, troubleshoots, repairs, operates and tests the emergency power distribution system. Assists the Electrical Supervisor in helping to resolve design and installation problems with Engineers, Service Administrators, contract personnel and ensure the various projects are completed in a timely manner. Assists the Electrical Supervisor in working out arrangements with suppliers, contractors, and private organizations. Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out routing, placement, type, size, gauge, load, continuity, and safe operation of electrical lines, circuits, systems, equipment and controls. Must have the ability to interpret and apply the National Electrical Code, local codes, building plans, blueprints, wiring diagrams, and engineering drawings, and to use trade formulas to calculate voltage, voltage drop and current capability in series and parallel circuits, resistance, inductance, capacitance, power factor, current flow, and temperature and length in single and multiple raceways, conduits, gutters, and cable trays. Operates and maintains emergency and standby power systems to include emergency diesel generators, uninterruptable power supplies and emergency lighting systems, in accordance with National Fire Protection Association Codes and Joint Commission standards. Performs other related duties as assigned.

Qualifications

Specialized Skills: Must possess knowledge of the operation and installation of a variety of complete electrical systems and equipment. Requires knowledge about how various circuits, equipment, and controls operate, fit, and work together. Knowledge of gauges, sizes, and types of wire, conduit, couplings, fittings, relays, boxes, circuit breakers, and other electrical devices. Must be able to arrange and install them to insure proper and safe operation. Ability to interpret and apply the National Electrical Code, local codes, building plans, blueprints, wiring diagrams, and engineering drawings, and to use trade formulas to calculate properties such as voltage, voltage drop, and current capability in series and parallel circuits, resistance, inductance, capacitance, power factor, current flow, and temperature and length in raceways, conduits, gutters, and cable trays. Skill in the use of hand tools; power tools, such as cable pullers, hydraulic benders, and pipe threading machines; and a wide variety of test equipment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience sufficient to perform the work. Evidence must be supported by detailed descriptions on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will be evaluated against the prescribed screen out element. Those with at least minimal acceptable qualifications are considered for further rating; those who do not are ineligible. The remainder of the Job Elements will be used for rating: Electric Drawings, Electrical Equipment, Technical Practices (Electrical Electronic), Troubleshooting (Electrical), Use and Maintain Hand Tools (Electrical Work).

Experience includes paid and unpaid, including volunteer work. Volunteer work can provide valuable training and experience.

Physical Requirements/Working Conditions: Repairs, installs fixtures, and troubleshoots from ladders, scaffolding, platforms, and other hard-to-reach places. Requires standing, bending, and lifting up to 50 pounds, with assistance for heavier objects. Work is performed indoors and outdoors, in various weather and conditions, including noisy, dirty, dusty, and greasy environments. May work on rooftops, in attics, crawl spaces, and underground utilities. Will work around patients and clinical staff and shall adhere to interim life safety measures when required.
