Overview
Senior Project Manager (Department Promotion Only) – City of Oxnard, Public Works Department. This employment opportunity is only open to current City of Oxnard employees in the Public Works Department. The City is seeking a Senior Project Manager with strong technical and customer service skills, public sector experience, and knowledge of capital improvement planning, design, and construction management programs. The selected candidate will be well-versed in delivering water and/or wastewater capital improvement projects.
What You'll Do
Act as project manager for assigned capital projects, ensuring timely progress of environmental analysis, land acquisition/right-of-way, plans/specifications, contracting, construction, and completion procedures. Conduct engineering planning studies to identify public works facility needs. Assist in the training of lower level personnel; ensure adherence to safe work methods and practices; identify training opportunities and needs; make recommendations to higher level staff. Research, review and prepare feasibility reports for various projects and programs. Oversee and perform design of plans and specifications for capital improvement projects. Manage the advertising, bidding, and award process for capital improvement projects. Manage construction of capital projects including RFIs, submittals review, contract change orders, progress payments, and project close-out. Perform cost estimates for city projects. Oversee consultant contracts; review design plans and specifications. Assist in the planning and preparation of the capital improvement budget. Participate in field surveys and condition assessments. Evaluate assigned work projects; estimate time, materials and equipment; acquire necessary resources as appropriate.
Minimum Qualifications
Education Bachelor’s degree in civil engineering, public administration, architecture, project management or directly related field Experience Five years of construction/project management experience in the area of assignment Licensing/Certifications Valid California Class C Driver’s License with a satisfactory driving record; California Professional Engineering (PE) Registration is desirable but not required Other Requirements Must be able to effectively communicate in English, both orally and in writing
