Position Summary Under the general direction of the Administrative Operations Director, and in collaboration with the Chief of Laboratory Medicine and Section Medical Director, the Manager leads, manages, monitors, implements and supervises testing quality and compliance standards in the department of pathology & laboratory medicine at BMC as required. Ensures maintenance of standards that meet or exceed those required for College of American Pathologists (CAP) and The Joint Commission (TJC) accreditation and other external agencies (such as DPH). Maintains oversight of Lab Emergency Preparedness and Lab Safety Champions and embodies BMC’s RESPECT values.
Essential Responsibilities / Duties Leadership
Management oversight and leadership of Microbiology and molecular testing
Assumes full responsibility for all laboratory staff in their section and their actions
Champions a laboratory and point-of-care environment that promotes quality and compliance for all laboratory related tests and services, to ensure patient and employee safety and satisfaction
Provides 24/7 call coverage
Contributes to and supports department strategic planning
Provides a technically sound environment to optimize the quality of laboratory services, including maintenance of equipment, evaluation of new equipment and test assays
Exhibits innovation in planning improvements, promoting new programs and problem solving in area of responsibility including working with other hospital entities to ensure adequate specimen transport is met
Values and responds to customer feedback by taking corrective action or improving suboptimal services
Responds to emails in a timely manner in accordance with department expectations
Fosters a cooperative spirit among staff and promotes BMC values
Fiscal Responsibility
Maintains full fiscal responsibility for section oversights, including preparing and managing an operating budget, staffing expenses and overtime, capital budget, and analyzing billing codes
Prepares return on investment analyses and supports revenue integrity of the Laboratory including accurate charges, billing and collections
Audits test billing codes for accuracy and monitors overtime to support BMC goals
Contributes to departmental goals of cost effectiveness, resource optimization and revenue enhancement
Updates equipment maintenance and service agreements in collaboration with Supply Chain
Quality, Compliance and Safety
Ensures quality and compliance data for all sections is collected, analyzed, reviewed and disseminated per accrediting agency requirements (CAP, BMC Quality and Patient Safety)
Oversees and ensures follow-up of RL6 Incident Safety reports; informs Operations Director for high-level STARS reports; supports QuIP monthly reviews
Ensures ongoing compliance with regulatory agencies (CLIA, TJC, OSHA, DPH, HCFA, FDA, AABB, NCCLS)
Participates in hospital-wide Quality Assurance Programs as designed by regulatory bodies or BMC departments
Participates in planning, data collection, monitoring, evaluation and action on assigned projects; includes turnaround time studies and program logs
Supports staff in management of Quality Control and Quality Assurance data per departmental policies
Maintains updated Policy and Procedure Manuals using NCCLS format; ensures annual review by Supervisor and Medical Director
Ensures proper use of safety equipment and emphasizes patient safety and mission alignment
Follows infection control and safety procedures; enrolls section in Proficiency Surveys and acts on results as required
Technical Expertise
Provides guidance for problems involving analytic instrumentation, tests, clinical correlation and system performance
Plans, evaluates and implements new methodologies and technology to enhance laboratory services
Monitors equipment maintenance and ensures service contracts are in place
Human Resources
Oversees candidate selection processes with input from HR and Medical Director; determines staff placement per departmental needs
Recommends salary rates and ensures fair staffing practices
Oversees orientation and ongoing staff development; manages disciplinary actions per policy
Engages in performance management; conducts annual evaluations
Maintains annual proficiency programs for technical staff across procedures, LIS, safety and policies
Supports staff education and engagement; promotes cross-training and inter-departmental cooperation
Collaborates with managers to optimize staff utilization
Monitors attendance for payroll and ensures policy compliance
Commits to ongoing management skill and scientific knowledge development
Documents staff attendance and ensures timely completion of tasks
Communication
Holds regular staff meetings and documents minutes; participates in leadership rounding
Collaborates with Operations Director, Medical Chief and other managers to achieve goals
Receives feedback openly and communicates effectively with medical and nursing staff to ensure service quality
Develops customer service programs and acts on customer feedback to improve services
Other
Performs other duties as needed

Education and Experience JOB REQUIREMENTS
Requires a Bachelor’s degree from an accredited university or college in Medical Technology or Clinical Laboratory Science with successful completion of an approved clinical internship in a hospital laboratory, or a Bachelor’s degree in an applied science (e.g., Chemistry, Biology or Biochemistry).
Preferred Certifications
Certification by ASCP or NCA or equivalent agency as a Medical Technologist/Clinical Laboratory Scientist, Medical Laboratory Technician, or related specialty is preferred. Equivalent agency definitions apply and include but are not limited to AMT, AAB, HEW, AMT.
Experience
Minimum of 3 years’ experience in a clinical laboratory
Supervisory experience in a clinical laboratory is preferred
In-depth familiarity with accrediting bodies such as CAP and TJC
Knowledge and Skills
Excellent organizational and interpersonal skills with strong leadership
Solid scientific understanding of the area of responsibility and ability to perform related Lab Technologist tasks
