Why We Need You

PEMCO has a dynamic and challenging opportunity for a

Payroll Manager

to join our community. The Payroll Manager is responsible for managing PEMCO’s payroll operations within PEMCO’s HRIS system and with our external Payroll Administrator. You will oversee vendor management of external vendors including process accuracy, effectiveness, and contract compliance. Drive operational excellence by streamlining payroll functions, championing continuous improvement initiatives and legal compliance.

What You’ll Be Doing

Manage end-to-end payroll processing for all employees, ensuring accuracy, timeliness, and compliance with federal, state, and local regulations. Develop, implement and maintain payroll procedures to lead continuous improvement efforts and increase the accuracy and efficiency of payroll operations. Oversee timecard completion to ensure timely and accurate payroll processing. Monitor and enforce internal controls to prevent errors, fraud, and data breaches in HRIS systems and payroll processing. Research and complete tax setup for newly authorized PEMCO states of employment. Coordinate and communicate new tax rates including state and local taxes with Payroll Administrator and PEMCO Finance team. Review and approve internal and external payroll reports and tax filings. Ensure proper documentation, timeliness and audit readiness. Oversee internal HRIS system for payroll operations including quarterly updates, integrations, and troubleshooting in coordination with IT, payroll administrator and outside vendors. Stay current on payroll legislation, tax law changes, and industry best practices to ensure ongoing compliance and efficiency. Manage pre- and post-tax earnings and deductions Oversee and assist to build business continuity plan for payroll processing. What You'll Bring

B.A. or B.S. degree or equivalent work experience (Business, Human Resources, or related field) is required 6+ years of payroll processing and end-to-end payroll management experience required. Demonstrated knowledge of payroll law to ensure compliance with federal and multiple state reporting and tax payment requirements. Experience with ADP Workforce Now required. Experience with Oracle Cloud HCM preferred. Proven knowledge of HR industry practices. Certified Payroll Professional (CPP) designation preferred. MS Office: Skilled proficiency in Excel, Word, PowerPoint, Outlook is required Job specific: Extensive knowledge and understanding of HR payroll regulations and operations is required Problem Solver: Ability to analyze, diagnose and resolve complex unstructured problems quickly, efficiently, and collaboratively Precision: Is detail orientated and has a strong desire for accuracy and thoroughness. Demonstrated ethical conduct and dependability required. Confidentiality: A high degree of integrity and the ability to exercise discretion in confidential situations is mandatory. Team Player: Is responsive, flexible, and able to succeed in a team-oriented, collaborative environment, building effective working relations and partnerships with internal partners, customers, and vendors. Compensation

The pay range for this role is shown below. Compensation decisions are determined based on an individual’s qualifications, job-related knowledge, skills, and experience. Greater Seattle area target pay range: $124,244-$151,854. The full pay range is $103,536-$172,561. Outside greater Seattle area target pay range: $109,648-$134,014. The full pay range is $91,373-$152,289. Greater Seattle Area is defined as working within approximately 100 miles of Seattle. Outside Greater Seattle is defined as working approximately 100 miles or more from Seattle.

Benefits

Regular part-time PEMCO employees working at least 24 hours per week and regular full-time PEMCO employees are eligible to elect coverage under medical, dental, and vision plans for themselves and their eligible family members with generous employer premium cost shares. In addition, as a benefits-eligible employee, you are: covered by employer-paid basic life and accidental death & dismemberment insurance policies as well as long- and short-term disability benefit coverages. eligible to participate in PEMCO’s 401(k) plan which includes a generous employer match (2 for 1 on the first 6% employee pre-tax and/or Roth deferral, up to federal maximums). PEMCO provides the following paid leave programs for benefits-eligible employees in their first year of PEMCO employment: Vacation accrues at a rate of 10 days for new hires and increases based on a schedule to a maximum annual accrual of 25 days based on tenure. Granted four (4) personal days immediately upon hire. Paid holidays for the eight (8) holidays observed by PEMCO throughout the calendar year. Granted up to ten (10) days of sick leave immediately upon hire (pro-rated based on hire date and full-time/part-time status), which is approximately 28 hours more per year than the Washington state-required accrual. In addition, PEMCO provides paid time off for bereavement, jury duty, and employee volunteering in the community.
