Overview

Project Manager (Non-Technical) – Washington Metropolitan Area Transit Authority (WMATA) The WMATA Department of Operations is seeking a Project Manager (Non-Technical) to drive cross-functional projects within the department. This may include projects addressing corrective actions from oversight entities and supporting safety improvement programs. The ideal candidate has experience in project and stakeholder management, the ability to develop project management and communications plans, and coordinates and reports status updates to support timely, high-quality delivery. Responsibilities

Perform a wide range of project, programs and policy development duties, including detailed issue and data analyses, framing recommendations and options for executive consideration, developing detailed project and program plans, leading implementation efforts, and assessing impacts and results. Oversee all aspects of a project over the entire life cycle; set deadlines, assign responsibilities, monitor progress, and summarize status to confirm delivery timelines. Develop familiarity with functional/business scope and project objectives. Coordinate and monitor implementation and effectiveness of viable strategic plans for assigned projects or programs. Review and respond to high-profile, complex, and politically sensitive executive correspondence from government officials, Board members, and the public. Assist in developing, implementing and overseeing departmental policies, procedures, regulations, goals, and outreach initiatives. Serve as liaison between offices to ensure expeditious resolution of issues and provide necessary resources to customers. Develop, implement, and execute strategies and best practices addressing Authority-wide business goals. Develop and submit realistic project budgets and issue progress reports documenting advancements, delays, or risks; provide reports to OMBS and the program’s front office as required. Allocate costs to appropriate projects and review/approve invoices in a timely and accurate manner. The essential duties are not limited to the listed responsibilities and may be assigned as needed by management.

Qualifications

Education

Bachelor's Degree in Business Administration, Business Management or related field Experience

Seven (7) years of progressively responsible experience analyzing business problems and coordinating business improvement projects in a large-scale organization Experience in developing, managing, and implementing complex, high-profile projects and programs Certification/Licensure

None Preferred Experience

Experience with a transit organization or progressively responsible managerial experience in a highly visible public service organization Certifications

Six Sigma Process Improvement Certification Project Management Certification Medical

Summary

The Project Manager (Non-Technical) conducts research and gathers data from various sources to respond to inquiries from internal and external entities, and keeps department leadership apprised of matters impacting delivery of the department’s mission. The incumbent provides strategic support, guidance, and management for a broad range of projects, including program and policy assignments pertinent to the department’s mission. It is responsible for ensuring management systems exist to organize data/information that facilitates planning, development, direction, management, analysis, and implementation of assigned projects/programs. It also develops, monitors, and coordinates strategic activities to enhance organizational management and development, and addresses sensitive and confidential matters routinely.

Manage cost allocation and timely review/approval of invoices.
