ARIZONA DEPARTMENT OF CORRECTIONS, REHABILITATION, & REENTRY (ADCRR) seeks a proactive and qualified leader to serve as the Deputy Chief Human Resource Officer (DCHRO) within the Training & Personnel Division. The DCHRO will manage staff deployment to ensure the right talent in place to support Talent Acquisition, HR Operations, Equal Opportunity Unit, and Classification & Compensation. The role involves engaging with external organizations (e.g., EEOC, Department of Labor, Governor’s Office of Equal Opportunity) and driving modernization of HR practices in a multi-site, statewide environment. The ideal candidate is an experienced HR practitioner with strong interpersonal and leadership skills capable of delivering results across large, diverse teams.

Job Summary
The DCHRO will oversee the Talent Acquisition, HR Operations, Equal Opportunity Unit, and Classification & Compensation units, develop new insights to modernize HR practices, and support a statewide, multi-site operation. The role requires collaboration with executive leadership and external entities, and the ability to influence organizational processes and policies.
Responsibilities
Meet with HR Unit Administrators to discuss issues and provide direction, leadership, guidance, and counsel Research and provide guidance on complex personnel issues (e.g., corrective discipline, Personnel Board appeals, performance issues, ADA/FMLA, grievances, labor relations, and return-to-work programs) Attend meetings at various organizational levels Represent the agency externally with entities such as EEOC, Department of Labor, Department of Justice, Veterans Administration, Attorney General’s Office, Personnel Board, Risk Management, and Governor’s Office of Equal Opportunity Communicate with the Executive Team, Wardens, and Administrators on confidential matters (disciplinary actions, Personnel Board actions, discrimination, workforce demographics, investigations, legal actions, etc.) Develop action and implementation plans; prepare complex analyses and reports Develop and revise policies, procedures, forms, processes, and reports related to HR operations Develop and maintain unit budgets within ADCRR guidelines Recommend goals and objectives for the Division’s strategic plan Approve purchase requests and manage inventory per policy Other duties as assigned Drive on State business
Knowledge Of, Skills In, and Abilities
Federal and state laws and regulations related to discrimination and equal opportunity Federal and state judicial systems Principles and practices of administration, management, and supervision ADOA Personnel Rules, policies, and procedures State and national information resources CORP and related retirement laws ASRS and related laws Investigative techniques and employee rights Problem resolution and mediation/facilitation Planning concepts, training techniques PC proficiency and software applications
Selective Preference
Bachelor’s degree or higher in human resources or a related field; SPHR or PHR certification HR management experience across multiple HR functions Background in employment dispute resolution with mediation/alternative dispute resolution training Extensive knowledge of ADA, FMLA, and EEO requirements and reporting Professional personnel management experience (3–5 years)
Pre-Employment Requirements
If driving is required, incumbents must possess a valid driver’s license and meet state training and driving record checks. Employment is contingent on a background investigation. TB testing is required annually. All new State employees must complete E-Verify where applicable.
