Junior Level Property Management Logistician with Secret Clearance. Location: Oahu, Hawaii. Description PWS Title: Junior Level Property Management Logisticians. This position involves supporting NSWC N41 Command Property Branch and related systems to manage accountable property across DPAS/APSR and associated legacy systems. Responsibilities

Assist Accountable Property Officers and Responsible Officers in establishing and executing monthly, quarterly, yearly, and spot inventory plans as directed by N41 Command Property Branch. Collaborate with command assigned N4 Command Property Branch to identify assets across the command that meet Accountable Property criteria (dollar value, serial numbered items, mission critical, pilferable, etc.), including when criteria change. Assist in defining and documenting property and commodity management processes and requirements, and the audit requirements of DoD, OCOM, Navy, and NSWC. Assist in implementing force-wide property policies and recommend local procedures to ensure compliance. Assist Accountable Property Officers in creating local Standard Operating Procedures (SOP) to align with NSWC policies. Provide subject matter expertise on APSR (DPAS) use and assist with data extraction and data manipulation from the APSR into editable formats (Excel, Word, Power BI). Assist in conducting causative research on misplaced property and APSR data discrepancies, including physical inventories and verification of transfer documentation. Verify accuracy of APSR transactions in functions such as DPAS-PA, DPAS-WM, DPAS-WMA, and DPAS-ICP; including receipt, stowage, issue, transfers, and disposals. Understand NSWC non-APSR commodity management systems (FleetFocus, COLTS, NTCSS) to assist in property accountability outside the APSR. Assist in transitioning designated commodities and historical data into and out of the APSR from NSWC IT systems (FleetFocus, COLTS, DPAS). Assist in deploying the APSR and establishing a local property management program at new NSWC activities, including storage location identification/layout, item inventory, cataloging, location marking, and item marking with barcodes. Research and establish APSR Stock Cards, NICs, and Size Categories for NSWC force-wide use. Vet/process/submit DPAS SAAR packages for NSWC N41 Command Property Branch users. Support Echelon III commands and lower echelons with researching historical archives of SWALIS, Navy DPAS PA, and APSR records. Conduct bi-annual review of NSWC DPAS catalog for inconsistencies such as duplications, incorrect pricing, wrong asset codes, obsolete stock cards, and stock item code realignments. Provide regular classroom and on-the-job training on APSR usage for Accountable Property users, including posting transactions, report interpretation, inventory reconciliation, document handling, depreciation, and related APSR capabilities. Conduct on-the-job training sessions for small groups (1–3 personnel) to enable operational use of the APSR, including transactions, inventories, reports, and database queries. Qualifications

Two (2) years of experience providing logistics support to users of major government systems and/or logistics operations. One (1) year experience with APSR peripheral equipment (e.g., handheld terminals, scanners, signature pads, label printers) or similar AIT equipment. One (1) year experience with accountable property cataloging actions and familiarity with WebFLIS, SOCOM Catalog Request Module (SOCM), EMI, and FED LOG. One (1) year experience executing requisitions and troubleshooting within government Logistics IT systems for MFP-2 and MFP-11 equipment and supplies. One (1) year experience with managing the accountability of Operating Materials & Supplies (OM&S), including inventory for resale, spare parts, and clothing/textiles. One (1) year experience with General Equipment (GE) accountability. One (1) year experience using DPAS to support data calls and develop reports and dashboards on property management. One (1) year experience with DPAS Warehouse Management Module (DPAS WM) and DPAS PA, including training on their functionality and alignment with NSWC and SOCOM guidance. One (1) year experience complying with CNSWCINST 4460.1F, CNSWCINST 5200.45, SOCOM Directive 700-2, and SOCOM Directive 700-3.
