Position Overview
This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The incumbent supervises employees providing recruitment, staffing, onboarding, benefits and retirement administration, position classification, performance management, and other HR operations functions to various MPD bureaus, divisions, and offices. Responsibilities
Supervises plans, directs and evaluates the work of professional and technical human resources staff members, provides technical expertise to staff, and establishes section and staff work programs and objectives. Participates as a member of the agency’s management team focusing on human resources and related administrative inquires/issues. Counsels management in accomplishing organizational and operational goals and identifying and resolving human resources issues. Coordinates the human resources liaison function with DCHR, as necessary, including monitoring, reporting and responding to special issues/problems. Provides agency human resource representation at meetings, hearings, presentations, proceedings, and committees, as appropriate. Makes decisions on work issues/problems presented by subordinates. Trains new staff members in human resources techniques and methodologies; orients staff with appropriate laws, policies, regulations, and procedures. Conducts projects and studies with other agency managers. Resolves problems encountered during daily operations and determines standards for problem resolution. Develops and implements standard operating procedures (SOPs). Performs other related duties as assigned. Qualifications
Knowledge of the mission and functions, goals and objectives, organizational structure, and individual program responsibilities of the agency. Expert knowledge of human resource information systems, such as PeopleSoft. Demonstrated ability to effectively supervise staff and provide leadership in a human resource department/division. Demonstrated knowledge of human resources management and the policies, precedents, procedures, accepted practices, and regulations that govern District of Columbia human resources actions and procedures. Demonstrated skill in the interpretation and application of laws, rules, regulations, policies, procedures, collective bargaining agreements and administrative guidelines. Excellent communication skills sufficient to represent the agency in various settings and respond appropriately. Knowledge and skill in the use of the District’s Schedule A’s and human resource management system (PeopleSoft) is required. Education and Experience
High School Diploma or its equivalent required. Bachelor’s Degree preferred. Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-13 grade level in the District of Columbia government, or its non-District equivalent. Work Environment
Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site. Other Significant Facts
