Additional information can be found at: DCHR Benefits. This position is located in MPD, Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The purpose of the Program Assistant is to provide administrative and technical support for programs related to leave administration, performance management, employee relations, awards and recognition, and other HR functions. The position ensures compliance with policies and regulations, maintains accurate records, and assists HR staff with program implementation and employee services. The incumbent provides support in other leave program areas such as FMLA, PFL, ADA, WC, and related HR programs. Work activities typically support multiple projects and people and contribute to one or more programs. Responsibilities

Work directly with the Manager and Program Coordinators to provide administrative support in ADA, FMLA, Worker’s Compensation, Paid Family Leave, Performance Management, Discipline Appeals, Awards and Recognition and other related programs. Provide administrative support for leave programs; track employee leave requests and perform diverse administrative tasks, evaluate HR programs, respond to routine inquiries from employees, supervisors, and managers, escalate complex matters to HR specialists or supervisors, and track workers’ compensation, performance management, awards and recognition, and related programs. Assist the supervisor and employees in the unit with day-to-day operations of the office. Perform a range of routine and varying assignments to support management efforts to evaluate, administer, and improve efficiency and productivity of division and leave programs, performance management, and awards and recognition programs. Prepare complex and sensitive correspondence in assigned areas. Peer review submitted employee documents and the work of program coordinators for accuracy and completeness. Provide administrative support for employee recognition and rewards initiatives, including preparing materials and tracking award nominations, maintaining records of awards distributed, and assisting in coordination of recognition events. Respond to Freshdesk and email inquiries from employees and management regarding leave policies and procedures. Assist in tracking performance evaluations and performance improvement plans to ensure timely completion. Maintain accurate records related to employee development programs, such as training participation and certifications. Assist in tracking and maintaining documentation related to employee relations cases, disciplinary actions, and appeals. Provide administrative support for the preparation of reports, summaries, and correspondence for employee relations matters. Coordinate training logistics, including scheduling sessions, preparing materials, and communicating with participants. Enter, update, and maintain HR data in automated systems, including leave balances, performance records, and training completions. Generate routine reports related to HR functions, such as leave usage, training compliance, and employee recognition activities. Compile, track, and analyze data and assist with analytical studies. Performs other related duties as assigned. Qualifications

Demonstrated knowledge and experience in federal policies and programs, including leave administration, performance management, and employee relations. Knowledge and understanding of privacy, security and confidentiality requirements regarding HRMD files and documents. Ability to maintain accurate records and generate reports. Ability to apply analytical techniques and methods to perform administrative and analytical duties in support of HR operations. Ability to manage multiple priorities and meet deadlines. Proficiency in HRIS systems; knowledge of MS Windows and MS Office (Word, Excel, Access, PowerPoint, Outlook, Teams) and ability to learn agency software. Strong communication and customer service skills. Ability to track employee participation in mandatory training and ensure completion within required timeframes. Skill to maintain records and prepare reports related to compliance with department training requirements. Education

High School Diploma or its equivalent required. Bachelor’s Degree preferred. Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to the CS-08 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes tracking HR program compliance, processing FMLA or workers’ compensation cases, and providing support for employee relations or recognition programs, applying office processes and administrative procedures, communicating both orally and in writing, operating a personal computer and utilizing HR software applications.
