Overview

Deployment Engineer QA-VoIP, DIIT - 25713 for NYC Public Schools. The Deployment Engineer QA-VoIP is responsible for supporting the engineering and deployment of NYC Public Schools (NYCPS) network infrastructure, including planning, configuration, and engineering of School and Administrative site networks and support of integration and implementation services. The engineer will support planning, coordination, and integration of new technologies in schools and enable post-deployment monitoring and transition to operational support services across NYCPS’s 1,600 schools. This role develops integration, implementation, and support documentation with DIIT Technology teams and field integrators and provides technical expertise across LAN, WAN, IP telephony and Voice over IP (VoIP) technologies. The work covers hardware, software, networks, collaboration systems, and network management systems, including planning, design, configuration, installation, testing, troubleshooting, integration, security, performance, and documentation. The role ensures reliable and efficient operation of voice communications and collaborates with IT teams to integrate voice services with existing network infrastructure and applications. Works with NYCPS partners (School Construction Authority, Division of School Facilities, various DIIT teams, city agencies (e.g., NYC Office of Technology and Innovation), integration vendors, and other external partners to build, support, and maintain solutions for schools and central offices. Collaborates with Infrastructure teams to ensure compliance with NYCPS network standards. Responsibilities

Plans, designs, configures, installs, implements, tests, and supports integrations of enterprise networks and secure IP telephony and VoIP solutions based on business requirements. Establishes deployment standards, processes, and best practices, and documents solutions according to NYCPS infrastructure standards. Leads creation of configuration deployment procedures and trains integration and field engineers on networking configurations. Collaborates with project managers during deployment phases; documents installation, customization, and integration efforts; supports project status reporting. Develops and maintains network diagrams, system configurations, and operational procedures related to voice infrastructure. Attends meetings and contributes to decision-making related to networks as a trusted advisor to senior management and policy makers. Installs, configures, and upgrades CUCM, CUC, UCCX and similar platforms (e.g., Avaya Aura, Microsoft Teams Phone System, Asterisk). Deploys and configures VoIP gateways, SBCs, IP phones, and softphones; implements dial plans, call routing, voicemail, auto-attendants, and other voice features. Integrates voice systems with enterprise applications and enables monitoring of VoIP infrastructure performance and health. Assists in transitioning deployed systems to Network Operations Centers; provides troubleshooting for voice-related issues. Collaborates with carriers and vendors to resolve external connectivity issues. Supports school network integrations and reviews work plans to ensure adherence to DIIT standards. Supports deployment of school network infrastructure across WAN, LAN, WLAN, security, web filtering, IP telephony, QoS, and related technologies. Uses NOC inventory tools to centralize and manage network devices and updates configurations as needed. Performs QA with integrators on school infrastructure refresh projects and ensures as-built design documents reflect completed work. Reviews, approves, or rejects proposed Pre-As-Builts and Final Network As-Built designs for vendor work. Qualification Requirements

Minimum Required Professional/vendor certifications in LAN/WAN administration as required for the position. Either: A baccalaureate degree and two years of full-time LAN/WAN planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management; or A four-year high school diploma or equivalent and six years of full-time IT experience with at least 2 years in LAN/WAN areas described above; or A satisfactory equivalent; 30 undergraduate credits ≈ 6 months of experience; master’s degree may substitute for one year of experience. All candidates must have at least one year of IT experience as described. Note: Incumbents may need to obtain additional professional certifications as required by the agency. There is a requirement to have two additional years of the described experience beyond the minimum if applicable. Preferred 5 years of experience in design, implementation, and support of IP telephony/VoIP systems. Strong teamwork and collaboration abilities. Extensive experience with Cisco Unified Communications products (CUCM, CUC, UCCX, Expressway, and/or Collaboration Endpoints). In-depth knowledge of VoIP protocols (SIP, H.323, SCCP, MGCP, RTP, SRTP) and networking concepts (TCP/IP, UDP, DNS, DHCP, VLANs, QoS, routing protocols). Experience with VoIP gateways and SBCs; troubleshooting voice quality using tools like Wireshark, PRTG, SolarWinds. Familiarity with TDM/PSTN connectivity (PRI, SIP Trunks); strong documentation skills. Ability to communicate complex designs clearly to both executives and technical staff; ability to organize and prioritize tasks; experience with RFPs and large procurements. Experience with AutoCAD and Visio; experience designing and supporting mission-critical network infrastructure. CCNP Collaboration and other Cisco certifications; experience with UC platforms (Microsoft Teams, Zoom, Avaya, Asterisk); scripting (Python/PowerShell); cloud-based voice solutions; knowledge of contact center technologies.
