Program Manager

The Program Manager will perform professional and technical engineering duties in support of the City, is responsible for overseeing, supervising, and coordinating the management of specific utilities projects, will coordinate assigned activities with other divisions, outside agencies, and the public; and will provide highly responsible and complex staff assistance to the applicable management representative.

Posting is open until filled. Pay will be based on skills and experience. Salary range $75,000 - $140,000

This position requires the applicant to be a licensed Professional Engineer in Maryland or eligible to obtain a Maryland license.

Key Functions:

  • Manages the development, design, schedule, inspection, financial disposition and execution of all major repairs and new construction projects related to the program
  • Answers technical questions and provides information to the public, contractors, other agencies, etc.
  • Provide technical and administrative services during the design phase, bid phase, and construction phase of projects to ensure completion of projects within budgetary, regulatory, and time constraints
  • Performs a variety of applicable project conflict resolution duties; resolves engineering problems in the construction phase; acts on behalf of the City in meeting with and resolving engineering problems with project contractors, private engineers, owners, and developers
  • Extensive knowledge of water and wastewater utility systems to include design and construction practices; working knowledge of engineering plans, codes, and specifications (Federal and State); working knowledge of computer applications to engineering

Requirements:

  • Seven (7) years of increasing responsibility experience involving public works Five (5) must be in construction management, including two (2) years of project management, administrative or supervisory responsibility
  • Bachelor's degree in civil engineering, public administration, or a related field
  • Experience in a local government setting is a plus
  • A Professional Engineer (PE) license is required
