Project Manager II - Wastewater Enterprise Oceanside Treatment Plant - Infrastructure - San Francisco Public Utilities Commission (5504) (158824). Exempt appointment up to 36 months. Location: San Francisco, CA. This project involves managing capital improvement wastewater treatment facilities projects in the Oceanside region as part of the WWE Capital Program. Job Description
The Project Manager II (PM II) is responsible for managing and administering approximately $95M in capital improvement treatment facilities projects at the Oceanside Water Pollution Control Plant (OSP) and related facilities. The PM II leads efforts under the general administrative direction of a Principal Project Manager IV, coordinating with internal and external stakeholders, regulatory agencies, and SFPUC leadership to deliver scope on time and within budget. Key responsibilities include overseeing project budget, schedule, scope, and quality; preparing budget/schedule updates and scope analyses; conducting environmental studies and evaluating project alternatives; facilitating land/rights/contract support; developing 100% construction documents; supporting bidding and contract awards; managing construction and start-up activities; and providing ongoing project closedown support. Projects include HVAC upgrades, odor control upgrades, safety monitoring and communication system upgrades, and oxygen system upgrades within the OSP, with multiple facilities involved. Project Management: Manage project budget, schedule, scope, and quality. Project Planning: Develop Needs Assessment, Alternative Analysis, and Conceptual Engineering documents. Environmental Review: Conduct environmental studies; prepare EIR/EIS if required; pursue exemptions or negative declarations where feasible. Right of Way / Legal: Provide lands, land rights, acquisition, and legal support. Engineering Design: Develop 100% construction documents (plans and specifications). Bid and Award: Support bidding, obtain contract award approval, and issue Notice-To-Proceed. Construction: Implement construction contracts and track cost/schedule changes. Construction Management Support: Provide oversight and engineering support during construction. Operational Start-Up and Close-Out: Support startup and financial close-out of projects. Class 5504 Project Manager II performs other related duties as required. Qualifications
Minimum Qualifications: Bachelor’s degree in architecture, engineering or planning plus four (4) years of related experience, OR Bachelor’s degree in another field plus six (6) years of related experience, OR Eight (8) years of related experience, OR California Registration as professional engineer or architect. AND Two additional years of project coordination experience. One year of full-time employment equals 2,000 hours. Applicants must meet minimum qualifications by the final filing date unless noted otherwise. Falsifying information may result in disqualification. Desirable Qualifications: Experience in industrial facilities, heavy utilities, and infrastructure sewer/treatment projects; urban environment experience with multiple external stakeholders; contract document preparation and construction support.
