Major Duties And Responsibilities

Assist the General Counsel in all areas of the Office's operations, including planning, coordinating, and administering operations of legal affairs through subordinate attorneys, and reviewing their work for quality and consistency. Advise the General Counsel on legal and policy matters related to legislation and regulations. Develop and institute program guidelines, policies, procedures, and processes to improve efficiency of program operations. Independently plan and implement short- and long-term agency plans and activities, incorporating strategic provisions as required. Oversee preparation of responses for inquiries and correspondence from the Mayor, DC Council, District and Federal officials, media, and others; assist in handling confidential matters. Prepare testimony for hearings before the Council and other public appearances; represent the Director/Agency on complex and sensitive issues. Draft legal documents on complex and urgent matters, providing analyses and recommendations for the Director/Agency Head. Engage in performance responsibilities of subordinate attorneys and review work for quality and consistency; implement feedback systems and performance measures. Identify barriers to quality legal services, design strategies to resolve issues, and implement corrective actions. Qualifications And Education

Required Qualifications:

At least one (1) year of specialized experience equivalent to the next lower grade level in the organization. Specialized experience is defined as experience in or related to the work of the position and the knowledge, skills, and abilities to perform the duties effectively. Must possess a

Juris Doctor (J.D.)

or

LLB

degree from an ABA-accredited law school at the time of appointment. Must have at least five (5) years of post-J.D. professional legal experience. Licenses and Certifications:

Active member in good standing of the District of Columbia Bar or eligibility to waive in and be admitted within 365 days of appointment. If eligible for waiver, must apply for admission prior to starting employment. Appointee must remain a member in good standing during employment in the Legal Service. Working Conditions / Environment

The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting. Other Significant Facts
