Under the general direction of the Public Utilities Executive Assistant Director and the Deputy Director of the Customer Support Division (CSD), the Program Manager, Billing and Financial Analytics is responsible for developing, directing and managing work units within the division focused on timely and accurate customer billing, financial analytics, water conservation programs, coordination of new water utility services, division budget, and administration.
Overseeing the continuous analysis of the Department’s customer billing practices to ensure accurate customer invoicing, which is a key responsibility of this position. This position is responsible for establishing billing and collections policies. Oversight responsibilities also include coordination with other departments for customers establishing new water and wastewater connections, budget reporting, Public Records Act coordination, procurement, and other relevant activities for the division.
KEY AREAS OF RESPONSIBILITY
Build and maintain relationships across City and Public Utilities operations to secure resources and support for Customer Support Division activities. Hire, train, and motivate staff to support billing operations and provide data analysis for more than 284,000 customer accounts. Oversee water and sewer billing operations, ensuring accuracy through system monitoring, audits, quality assurance, and process improvements in collaboration with IT (including SAP enhancements). Analyze data to inform policies, prioritize workloads, set customer service goals, and communicate findings clearly to diverse audiences. Lead water conservation programs, including direct customer assistance and development of a comprehensive conservation plan with measurable goals. Represent the Division, Department, and City at public forums, industry meetings, and governing body presentations. MINIMUM REQUIREMENTS
Bachelor’s degree in data science, Organizational Management, Finance, Accounting, Communications, Public or Business Administration or a related field, and Five (5) years of professional and managerial experience in a utility organization or large customer support operation with cross-disciplinary knowledge. Any combination of education and experience that demonstrates these qualifications may be qualifying. Advanced education and/or experience in public sector management, data analysis, SAP, customer support, customer billing or similar field is desirable. QUALIFICATIONS
The ideal candidate will possess the following qualifications: Knowledge of municipal policies, budget processes, expenditures monitoring, and water conservation regulations. Strong analytical abilities with proven experience in data analysis tools, fiscal responsibility, and innovative problem-solving. Demonstrated leadership in managing analytical staff, leading complex projects, and engaging partners to develop enterprise utility solutions. Excellent communication skills (written, verbal, and presentation) with the ability to explain complex technical information clearly to diverse audiences. Strong interpersonal skills, customer focus, and commitment to public service, teamwork, and delivering high-quality results.
