Regulatory Compliance Manager
The City of Santa Maria is recruiting for an experienced water professional to serve as its next Regulatory Compliance Manager within the Water Resources Division of the Utilities Department. This position will manage regulatory programs and staffing related to Water Treatment and Distribution Systems, including a formal cross connection control program, water conservation, and water supply. The position will work closely with the Water Resources Manager and Water Operations staff. Under the general direction of an assigned supervisor, the Regulatory Compliance Manager directs staff and coordinates work of the section to ensure regulatory compliance with the various permit requirements within the Water Resources Division. This position supervises other department professional and technical staff. Positions assigned to Water Resources manage the regulatory compliance programs of the City's water and wastewater management programs, which may include: Water treatment and distribution systems, including a formal cross connection control program, water conservation, and water supply; or Wastewater collection and treatment system programs, including a formal wastewater pre-treatment program, the City's wastewater treatment plant laboratory, and the City's stormwater program. The Regulatory Compliance Manager position is a Middle Manager role that provides assurance with standards set by regulatory agencies. Their role enables the City to provide the community's most essential and basic water, refuse, and sewer services in the most efficient, cost-effective, and courteous manner possible. The ideal candidate has a strong command of California's complex water regulations and a proven track record of ensuring compliance with requirements from the State Water Resources Control Board, the California Department of Water Resources, and the Division of Drinking Water. This includes hands-on experience with water audits, real and apparent water loss control, and SB 555 compliance, with an emphasis on accurate reporting and best practices to reduce non-revenue water. This individual should be well-versed in Title 22 water quality standards, cross-connection control, and laboratory oversight, ensuring the delivery of safe and reliable drinking water. The successful candidate will also bring expertise in urban water conservation and efficiency programs, including compliance with SBX7-7, AB 1668, and SB 606. Experience in developing and implementing Water Shortage Contingency Plans and Demand Management Measures is essential. This individual is a collaborative leader who builds strong relationships with regulatory agencies, internal teams, and the public. A commitment to data-driven decision-making, performance metrics, and fiscal responsibility is key to supporting the City's mission of providing high-quality water services with integrity, efficiency, and long-term sustainability.
