Job Description And Duties Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by improving the health and well-being of children born with inheritable diseases and reducing the burden of patients and families through early detection. The Research Scientist (RS) II manages and oversees newborn screening data collection for genetic diseases, with the focus on but not limited to cystic fibrosis, lysosomal storage disorders, hemoglobinopathies, and spinal muscular atrophy. Disease assignment and focus is based on emerging priorities within the Unit and can be adjusted based on those priorities. The incumbent plans, organizes and carries out research and data linkage projects to evaluate and improve the screening and follow-up procedures for various types of disorders. The RS II generates newborn screening epidemiological results and provides periodic reports to statewide newborn screening stakeholders. Desirable Qualifications Experience and/or training in various forms of data management, especially with large relational datasets. Ability to utilize specialized software such as SQL, SAS, R, Power BI, ArcGIS, Microsoft Access, Microsoft Excel, Microsoft PowerPoint, and Microsoft Word. Experience writing reports and other various types of documentation. Knowledge of surveillance data collection, program evaluation, or disease screening methodologies. Possession of a sound understanding of the socioeconomic factors that contribute to health disparities and inequities (being “equity-minded”). Detail-oriented, with proven analytical and problem-solving skills. Strong and effective verbal and written communication skills. A cover letter is required in addition to your STD 678 State Application. Write a one-page response to the following questions: Describe a complex epidemiological or biostatistical analysis you have personally led or contributed to, including the research question, methods, and data sources. What role did you play, and what decisions did you make that directly influenced the outcome? Explain how you communicated the results of this analysis to non-technical audiences. Provide a concrete example of how your communication influenced decision-making or next steps. Reflect on one challenge you faced in ensuring data quality, reproducibility, or equity in your analysis. What was the challenge, and what specific steps did you take to address it? Eligibility Information If you are new to California State Service, you must take and pass the examination for this classification to be eligible for hire. Current state employees without transfer or list eligibility must also complete and pass the examination for this classification to qualify for this position. The headquarters office location for this position is identified in the attached duty statement. Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. Telework Information This position may be eligible for telework up to three days per week and is required to report in-person to the designated headquarters office location a minimum of two days per week. All employees who telework are required to be California residents in accordance with Government Code 14200.
