This position will be in support of the NYS Tax Modernization Program, which will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance.
Major areas under modernization include:
Collections and Accounts Receivable
Taxpayer Accounting
Withholding Tax Returns Processing
The selected candidate will be a lead architect for the Tax Modernization effort and provide support for maintenance activities. Specific duties include:
Obtaining business requirements to develop automated applications that meet business priorities
Providing lead programming duties for tax-related applications
Developing and mentoring staff using various technologies, including Java, JCL, and COBOL
Developing and reviewing detailed documentation for system and program change requirements
Assisting and providing guidance through all phases of the project management life cycle
Developing unit test plans and conducting unit testing and debugging of all code changes
Coordinating the migration of all code changes from development environment into user test environment
Assisting team members using distributed technologies, including Java, DB2, XML, and XQuery
Providing support for defects and issue resolution
Mandatory requirements include:
14+ years of experience
Making high-level design choices and dictating technical standards
Designing multi-leveled architecture or component interactions of a large-scale software system
Requirements also include:
84 months of experience with a Government Taxation organization
84 months of systems analysis and design experience in multi-tiered transactional systems
60 months of experience with Java programming in an IBM environment
84 months of experience with IBM AIX DB2, IBM MVS JCL, IBM MQ-Series, and TSO
48 months of experience with CICS in a mainframe environment
84 months of experience with COBOL programming in an IBM Mainframe Environment
This is a 100% onsite position.
