Expert Software Architect HBITS-07-14320 Location: Albany, NY - Hybrid Duration: 30 Months This position supports the NYS Tax Modernization Program, which will modernize legacy systems within the NYS Department of Taxation and Finance. Major modernization areas include Collections and Accounts Receivable, Taxpayer Accounting, and Withholding Tax Returns Processing. Responsibilities

Obtain business requirements to develop automated applications which meet business priorities. Provide lead programming duties for tax-related applications. Develop and mentor staff using technologies including Java, JCL, and COBOL. Develop and review detailed documentation for system and program change requirements, including detailed specification documents. Assist and provide guidance through all phases of the project management life cycle. Develop unit test plans based on coding changes and user specifications; conduct unit testing and debugging of all code changes in the development environment. Coordinate the migration of all code changes from development into the user test environment. Assist team members using distributed technologies including Java, DB2, XML and XQuery; ensure staff are trained and mentored. Provide support for defects and issue resolution; address defects promptly based on priority. Facilitate and participate in meetings with ITS and DTF customers; communicate with DTF management, users, ITS management, and team members. Qualifications

Software Architect: makes high-level design choices and dictates technical standards; designs multi-leveled architecture or component interactions of a large-scale software system. Expert: 84+ months of experience guiding large teams or with extensive industry leadership. 84 months experience with a Government Taxation organization including design, development, maintenance, and end-user support of Tax & Revenue Accounting Systems. 84 months of systems analysis and design experience in multi-tiered transactional systems. 60 months experience with Java programming in an IBM environment using IBM Rational Application Developer (RAD) and WebSphere Application Server (WAS). 84 months experience with IBM AIX DB2 and related databases. 84 months experience with IBM MVS JCL in a mainframe environment. 84 months experience with IBM MQ-Series. 84 months experience with TSO in a mainframe environment. 48 months experience with CICS in a mainframe environment. 84 months experience with COBOL programming in an IBM Mainframe Environment. 84 months of experience writing technical design specification documents for multifaceted component-based systems.
