Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Responsibilities
Conduct research of homelessness, housing, and service programming trends and best practices aimed at reducing homelessness more effectively. Translate this research into polished written material and presentations for internal and external audiences. Provide guidance and technical assistance to internal staff and external partners on policy issues impacting homelessness in the Greater Los Angeles CoC. Act as a liaison between the community, policymakers, and community partners on policy issues related to homelessness. Represent LAHSA at policy-related meetings, including, but not limited to, long-term planning for services for people experiencing homelessness and interagency networking. Prepare reports to the LAHSA Commission and other governing bodies as needed. Identification and analysis of system gaps and opportunities to support alignment across service systems. Collaborate closely with the Legislative Affairs and Community Engagement Units on a variety of projects, including providing educational materials to elected offices and responding to motions from the Los Angeles County Board of Supervisors and Los Angeles City Council. Perform other duties as assigned. Qualifications
Demonstrated ability to generate policy memos, briefs, and reports. Demonstrated meeting facilitation skills. Knowledge of systems and programs that impact homeless persons and homeless program funding sources, regulations, requirements, and procedures. Experience with program development, implementation, and evaluation processes. Ability to think creatively and strategically to solve complex problems, with the ability to quickly grasp concepts and apply them in problem solving. Strong knowledge in how to track legislative and budget activities using a variety of online resources. Highly analytical, detail-oriented, thoughtful, and intellectually curious. Excellent written and verbal communications skills, including the ability to communicate technical information clearly and effectively to non-policy-oriented audiences both in writing and through public speaking. Excellent and demonstrated proofreading skills. Well-organized, detail-oriented, and excellent analytical skills. Demonstrated ability to work independently while managing multiple tasks/projects. Experience in documenting, analyzing, and synthesizing information, including meeting notes to track action items and generate reports. Bachelor’s or Master’s degree from an accredited college or university in Public Policy, Public Administration, Public Health, Communications, Urban Planning, Social Welfare, or Business strongly preferred, or any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. LAHSA has adopted a hybrid telework policy requiring employees to work onsite at our Los Angeles office a minimum of two (2) days per week.
