Deputy Treasurer - Excise/Mortgage at Turlock Irrigation District. This position is responsible for greeting and assisting walk-in customers at the Island County Coupeville campus, accepting and posting tax payments, assisting with real estate excise affidavit processing, processing tax roll supplements, processing dog licenses payments, answering the phone, and working with mortgage companies making tax payments. The County Treasurer’s Office performs all financial functions for Island County, its taxing districts (school, fire, water, etc.) and other units of local government – it receipts, disburses, invests, and accounts for the funds of each of these entities. In addition, the County Treasurer bills and collects various taxes that benefit many governmental units. We are a local agent for the Washington Department of Revenue. Job Duties

Assist customers at the front counter, accept payments, and provide receipts to property owners paying their taxes Answer and respond to taxpayer requests by phone and email Process county dog license payments Accurately handle funds, provide change, and balance cash drawer on a daily basis Process credit card payments for property taxes, excise taxes, and dog licenses Process property tax payments arriving via mail and drop-box (backup) Excise affidavit processing of electronic and walk-in customers (backup); balance daily activity Process advance tax payments and reconcile account Process mailed-in excise and returns (backup) Export excise affidavits to Department of Revenue (backup) Reconcile and provide monthly excise report to DOR (backup) Process remote deposit capture for bank deposit Provide billing export files to mortgage lenders and lender servicer Post mortgage company bulk tax payment files and monitor for correctness of amount and date Provide prorated property tax estimates to escrow agencies upon request Pick up daily mail, open and distribute in office, and deliver outgoing mail to mailroom Answer incoming phone calls and/or direct them to other staff if required Process bank-returned items (backup) Process mobile home movement certificates; coordinate with Public Works Department (backup) Public Records Office (backup) Coordinate with Assessor’s Office on property issues, including supplements, deleted properties, and exemptions Maintain records and assist with record retention/storage Other duties as assigned Knowledge, Skills & Abilities

Proficiency with Microsoft Office software products Experience with financial accounting software Possess good math skills and detail orientation Produce accurate work that is complete in accordance with daily deadlines Records and files maintained and well organized Professional personal appearance and demeanor Follow instructions and adhere to existing policies and procedures Maintain confidentiality of sensitive information Able to work independently; self-motivated Proficient English writing and verbal communication skills including correct grammar Interact with other individuals to obtain information and resolve problems Comfortable supporting the agenda and policies of the Treasurer’s Office in a professional and articulate manner Willingness to cross train to perform other office responsibilities as backup Interest in solving problems and making improvements Enjoy providing excellent service to all customers Interest in and willingness to learn new things on a financial team Education, Experience & Certifications

Associate's degree, professional certificate, or equivalent work experience Two years of progressive financial, cash handling and/or banking experience Previous real estate, Title Company, and/or professional customer service work experience helpful Previous government financial experience desirable Previous experience with property database software helpful Valid WA State Driver's License Island County is an Equal Opportunity Employer. * Candidates must be legally authorized to work in the United States.
