SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST (REGIONAL OPERATIONS OFFICER) Summary

DCSA Western Region CI is seeking an experienced CI professional to serve as the CI Regional Operations Manager. In this role, you will serve as an SME responsible for leading a CI workforce providing CI support to the cleared Defense Industrial Base and all DCSA mission areas. This is an excellent opportunity for those with extensive supervisory CI experience in the identification and thwarting of foreign intelligence threats to the USG's trusted workforce and critical technologies.

In this role, you will serve as a SME responsible for leading a CI workforce providing CI support to the cleared Defense Industrial Base and all DCSA mission areas. Duties

Plan, direct, coordinate, implement, evaluate, and monitor operational activities, metrics, and assigned personnel in support of the CI Regional Mission Director.

Assist in planning, developing, directing, and executing seamless and impactful integration across all mission areas within the Western Region.

Collaborate with the CI Deputy Regional Mission Director and CI Regional Collections Manager, coordinating CI support with other CI Regional Operations Managers, Field Office Chiefs, Supervisory Agents in Charge, and ISSP Team Leads with other mission areas such as Industrial Security, Cyber Security, and Background Investigations.

Periodically assess progress towards goals and objectives and modify them as necessary. Advise the CI Regional Mission Director and the CI Deputy Regional Mission Director on performance metrics related to DoD and DCSA CI goals and objectives; make priority decisions and determine impact of new requirements and varying priorities.

Supervise, develop, and mentor CI Special Agents within the Western Region.

Represent CI Regional Mission Director and CI Deputy Regional Mission Director in daily internal and external meetings concerning operational discussions to identify and resolve threats to cleared industry.

Telework Eligibility: Supervisors may approve situational telework on a case-by-case, temporary basis for limited situations.

Incumbent must be or have been a credentialed CI Agent and graduate of a Department of Defense or Federal CI credentialing course.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience.

Specialized Experience For This Position Includes

Directing and executing CI Functional Services (CIFS) against FIE efforts to acquire classified and sensitive information or defense technology from cleared industry.

Providing advice on the development of new CI activities, personnel security, investigative methods and approaches, and revising existing DCSA operational guidance and directives.

Reviewing and editing operational documents, significant case summaries, and information briefings for senior intelligence officials and for use in the intelligence and law enforcement communities.

Consulting on CI operations to include techniques, procedures, and tradecraft, and counter-proliferation (CP) issues for the Agency involving CI integration at facilities.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.

VETERANS PREFERENCE/CURRENT OR FORMER FEDERAL: In accordance with DoD Instruction 1400.25, Volume 2005, veterans preference is not required to be applied when considering candidates with prior Federal competitive or excepted service who have completed a probationary or trial period and have not been separated for cause.
