Overview
The Terminal Delivery Director reports to the TDIP Deputy Program Executive and is responsible for managing the scope, schedule and operational interfaces of all design and construction related activities for a Terminal Modernization project. The candidate should have a comprehensive understanding of major design and construction projects that operate within an active operating environment (e.g., aviation, transportation, manufacturing). The individual must be knowledgeable in all types of delivery methods, possess leadership skills to drive to solutions, be skilled in managing stakeholders with positive outcomes, be driven to think creatively, and be able to communicate up and out to achieve the program vision. Position and Project Description: The Terminal Delivery Director shall control and monitor the overall macro picture of all design, construction and logistics activities, while project managers and their teams handle day-to-day activities. The role focuses on schedule certainty, budget delivery, quality standards, and a strong health, safety, and environmental culture for the program. The Terminal Delivery Director will ensure the development and implementation of construction, testing, commissioning, and turnover plans, manage impacts to airport operations, and optimize risk mitigation for construction activities. This role is for a major renovation of an entire terminal that is LAWA-managed; the final scope remains to be defined. Key Job Duties
Monitor all design and construction activities of the terminal program to ensure work is completed on time, on budget, and meets applicable codes and standards Ensure implementation of a quality assurance plan and monitoring of all design and construction activities with a robust quality control process for all phases of the project Oversee, manage, and mitigate risks of technical design and construction interfaces between projects, contractors, and third parties Supervise and guide the project teams in conjunction with TDIP leadership and project managers of the terminal program Implement, supervise, guide, and monitor logistics activities during all construction phases of all terminal program projects, including construction, operations, and maintenance aspects Oversee, implement, supervise, and monitor testing and commissioning Monitor dispute resolution for LAWA inspection deviations Facilitate the flow of information between the terminal program and other LAWA projects and divisions (technical liaison between all TDIP project teams) Identify and resolve potential problems related to design and construction activities between TDIP terminal contracts and other LAWA projects Review and comment on design plans and technical documents related to constructability and logistics Assist in risk management and mitigation for the terminal program to facilitate schedule and cost containment Evaluate activities affecting traffic within the CTA and regionally around the airport; coordinate traffic analysis for temporary and permanent configurations; support scheduling activities and align the terminal program schedule with other LAWA project schedules Facilitate interface coordination meetings among project teams Work with project teams to verify that all interface elements and the integrated system function as expected Monitor schedule progress and anticipate issues that may affect key milestones Develop, track, and manage the sequence of work for the terminal projects Coordinate quality and safety requirements with LAWA Inspection Estimate (supported by the ADG estimating team) and coordinate review of design-builder estimates for contractual compliance and alignment with fair market value Oversee review of change proposals for contractual compliance and alignment with fair market value Coordinate provision of conceptual estimates for new scopes of work Coordinate assistance to project managers with change order negotiation and preparation of records of negotiation Ensure citation and record of pricing sources used in preparing estimates Hardware/Software Knowledge
Proficient in Microsoft Office Suite and Bluebeam Familiarity with Project Management Information Systems Ability to work in CAD or REVIT is a plus Professional Experience Level / Other Qualifications
20 years or more experience, preferably on airport projects Demonstrated specialized experience or area of expertise Experience with projects valued over $250 million Experience with multiple delivery methods, including Design-Bid-Build, Design+CMAR, and Design/Build Proven ability to perform in a management capacity Excellent written and oral communication skills and thorough knowledge of industry practices and regulations Self-starter with proactive, results-oriented focus; willing and able to assume additional responsibilities Ability to interface with diverse technical levels and educational backgrounds Detail-oriented and highly organized Education / Training
Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning or related field required Master's degree preferred Relevant professional licensure and/or certifications strongly preferred (examples include AAAE, LEED, PE, PMP, AICP) Seniority level
