Salary : The salary range below represents this position’s earning potential. The anticipated hiring range for this position will be $91,058 - $118,915 based on the candidate’s qualifications and experience. Who We Are The mission of the Department of Technology and Enterprise Business Solutions (TEBS) is to be responsive, collaborative, and innovative in providing technology solutions and services to facilitate the delivery of a wide range of services in all branches of government. The department strives to provide solutions and consultative services in a cost-effective, timely, and high-quality fashion to reduce service times, avoid inflated costs, reduce information security risk, and improve the quality of County services through automation-assisted process improvement. TEBS facilitates business and reengineering processes to improve legacy workflows and streamline services to our customers. Who We Are Looking For The Office of Change Management facilitates end-user adoption and utilization of new systems, applications, and tools. The team also facilitates changes to business processes, job roles, and organizational structures within the Montgomery County Government (MCG) workforce to support technology-related initiatives. We are seeking to fill two Change Management Specialist roles to support intradepartmental operations and enterprise-wide technology change initiatives.

What You'll Be Doing

The Change Management Specialists will play a key role in developing and implementing change management strategies to enhance learner knowledge and increase the adoption of various initiatives across MCG. The primary focus includes creating and implementing change management, communication and training strategies that minimize employee resistance and maximize employee engagement. In addition, the specialist will consult with business partners to develop strategies, conduct focus groups, administer surveys and assess needs. This position requires the ability to quickly learn new applications, processes, and system-based steps within various user roles and responsibilities to create and implement effective change strategies. Candidates must be able to independently thrive in a collaborative, high-demand, fast-paced environment. Primary Responsibilities And Activities

Embed change management practices into the organization’s operations to achieve desired business outcomes Assess operational and organizational needs through one-on-one meetings, interviews, surveys and focus groups Create, articulate and implement effective change strategies and associated material (plans, timelines, presentations, graphics, infographics, memos, press releases, videos, etc.) to maximize employee change readiness and adoption of those strategies Collect, analyze and synthesize information; Relay complex information in a way that is engaging and consumable by various audiences Develop, design and present graphics, job aids, communications, presentations, and more utilizing multimedia tools such as Adobe Captivate, Canva, Articulate, Word, PowerPoint, etc. Measure, monitor and evaluate outcomes and realign strategic plans as required Work independently and meet deadlines in a fast-paced environment with multiple and changing priorities Perform other job-related skills as assigned

The incumbent will report to the Change Management Manager.

Minimum Qualifications

Experience:

Four (4) years of applicable professional work experience in progressively more responsible roles in an area related to the assignment and experience in using computer applications similar to the Oracle Enterprise Business System. Education:

Graduation from an accredited college or university with a Bachelor’s degree in Finance, Accounting, Human Resource Management, Computer Science, Computer Engineering, Information Systems/Technology, Business Administration, Behavioral and Social Science, Communication & Education or another related field from an accredited college or university. Equivalency:

An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences
