About the Position
Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position is $98,662 to $163,991, based on the candidate’s qualifications and experience.

The Montgomery County Government Office of the County Attorney is among the premier local government legal offices in the United States. The Division:
In addition to the County Attorney and the Deputy County Attorney, personnel in the Administration Division consist of non-attorneys who provide clerical, secretarial, budget, finance, and information technology support for the Office.
WHO WE ARE LOOKING FOR
The Office of the County Attorney is currently recruiting for an experienced full-time IT Manager to provide information technology services for the Office. The IT Manager position is responsible for overseeing and ensuring the smooth operation of information and technology systems within the Office of the County Attorney, including applications managed by the County IT Department. This role involves managing the organization’s technology operations, implementing IT strategies, and ensuring that the IT systems are efficient, secure and reliable. The IT Manager works closely with other departments and senior management to align IT goals with the organization’s objectives.

What You\'ll Be Doing The primary responsibilities of the position are summarized below:
Strategic Planning:
Develop and implement IT strategies that support the organization’s business goals and objectives. This includes creating and managing the IT budget, forecasting future IT needs, and staying informed of emerging technologies.
Team Management:
Lead and manage the IT team (2 employees), including hiring, training, and evaluating staff. Ensure the team has the necessary skills and resources.
System Administration:
Oversee installation, configuration, and maintenance of the organization’s IT systems, including the legal case management system, Microsoft SQL database, Microsoft Windows Server, and software applications (on-prem and SaaS). Ensure systems are secure and data is backed up regularly.
Technical Support:
Provide technical support and guidance to staff and departments. Resolve IT-related issues promptly and ensure requests are documented and tracked.
User Training:
Provide user training and develop training documentation.
Vendor Management:
Manage relationships with IT vendors and service providers. Negotiate contracts, monitor performance, and ensure services are delivered as agreed.
Security Management:
Implement and enforce IT security policies and procedures. Monitor for threats and vulnerabilities and mitigate risks as needed.
Project Management:
Plan and execute IT projects, ensuring they are completed on time, within budget, and meet requirements. Coordinate with other departments and stakeholders.
Change Management:
Align IT initiatives with organizational goals. Implement robust solutions, and communicate with stakeholders and potential users.
Compliance and Policies:
Ensure IT practices comply with laws, regulations, and industry standards. Develop and enforce IT policies and procedures.
Reporting:
Prepare and present regular reports on IT performance, projects, and initiatives to senior management. Provide insights and recommendations for improvement.
Minimum Qualifications
Education:
Bachelor’s degree from an accredited college or university.
Experience:
Five (5) years of progressively responsible professional and hands-on experience in information technology, application, database, and project management, preferably as an IT project manager in a legal department of a government agency or private law firm. Hands-on experience includes Microsoft SQL and Azure databases, on-prem client-server applications, web application development (including PowerApps and SharePoint).
Equivalency:
An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences Applications from individuals meeting the minimum qualifications will be reviewed to determine the extent and relevancy of training and experience in the following areas:
Experience with legal professionals to manage IT systems such as case management systems (e.g., ProLaw, Legal Files) and understanding of litigation work processes, including electronic discovery (EDRM).
Experience providing hands-on training to users and developing training documents.
Experience planning and managing IT resources and annual budget, goals, and objectives.
Experience managing IT projects and guiding developers on project design, implementation, acceptance testing, and monitoring.
Experience with Microsoft 365, Office Suite, Cloud Services (Azure, SharePoint, Teams), SQL databases, and Windows Servers.
Experience with Copilot Studio, building agents, and Copilot integration into Office 365, and providing user training.
Bachelor’s degree in information technology or related fields.
