Capital Improvement Project Manager I/II/III – Butte County Location: Oroville, CA Summary This recruitment is for Level I and Level II; salary ranges vary by level. FLSA: Exempt. Definition Under general supervision (Capital Improvement Project Manager I) or direction (Capital Improvement Manager II/III), plans, analyzes, and manages capital improvement and construction projects, including alternative energy solutions from inception to completion; performs space assessments and financial and administrative studies related to capital improvement projects; negotiates, oversees, and administers subcontractor and consultant contracts; provides support services to departments on facility related issues; and performs related duties as assigned. Essential Job Functions / Examples of Typical Job Functions Confers with County departments regarding budget requests for facility maintenance and improvements, space needs, and lease or prospective lease space. Gathers and analyzes data and information affecting departmental space and facility needs; conducts studies concerning suitability of existing and proposed buildings. Prepares solicitation documents for construction projects; manages bid process including pre-bid conferences and walk-throughs; provides technical information in response to bidder inquiries; administers construction contracts, including managing project budgets and assisting in the regulatory permitting process. Confers with County departments in developing project requirements, drawings, and preliminary cost estimates for projects to be used in establishing guidelines for contract architects and engineers. Maintains records, analyzes and prepares reports related to energy utilization and planning of energy programs. Coordinates plans with architects, engineers, and others to prepare plans and specifications for new buildings and projects for construction and bidding purposes. Coordinates plan review by County building officials for building permits and coordinates with outside agencies, utilities, and others for ancillary needs for facility development. Inspects or reviews work under construction to ensure compliance with plans, specifications, and codes; reviews progress reports; prepares or coordinates research studies and comprehensive reports related to County building facilities. Represents the department in meetings with elected officials, governmental or private sector organizations, and citizens’ groups. Supervision / Class Characteristics Capital Improvement Project Manager I: entry-level; Capital Improvement Project Manager II: journey-level; Capital Improvement Project Manager III: advanced journey-level; positions may be advanced from I to II or II to III based on performance and policies. Minimum Qualifications Knowledge of: Organization and management practices for program development and evaluation; leadership principles; contract administration, project management, budgeting, and capital programs; engineering, architecture, construction, and facility maintenance; applicable codes and safety regulations; and customer service principles. Ability To Develop and implement goals, policies, and procedures; provide leadership for Facilities Services and Capital Programs; perform complex project management; administer budgets; analyze design and construction problems; manage contracts; communicate clearly; establish positive working relationships; organize work and meet deadlines; use computer systems and software relevant to work. Education And Experience Any combination of training, experience, and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Typical qualifications: Bachelor’s degree with major coursework in construction management, facilities planning, engineering, business administration, construction technology, or closely related field. Capital Improvement Project Manager I: None. Capital Improvement Project Manager II: Two (2) years of progressively complex construction project management and capital projects planning experience. Capital Improvement Project Manager III: Two (2) years of professional construction project management experience at a level equivalent to PM II. Certifications And Licenses Must possess a valid US driver’s license on application date; must obtain California driver’s license after hire per DMV regulations. Disaster Service Worker All County employees are designated Disaster Service Workers under state law. Must complete Disaster Service Worker training as assigned and be prepared to respond in emergencies.
