The Deputy Fire Chief, under the administrative direction of the Fire Chief, performs responsible administrative and tactical work of considerable difficulty in developing, directing, and evaluating the operations of the Fire Department, consistent with established goals and objectives, including integrating and coordinating departmental programs and activities.

Relationships Reports to: Fire Chief

Supervises: Directly supervises Battalion Chiefs. Indirectly supervises Captains, Lieutenants, Firefighters, and Paramedics.

Has regular contact with elected and appointed City officials, Department, Division, and Office Heads and staff, community leaders and groups, neighborhood groups, business representatives, members of the City of Janesville Police and Fire Commission, union representatives, outside governmental agencies, local media, and the general public.

Facilitates the Department Training Committee, Equipment Committee, HazMat Committee, and other designated department teams or committees, as required and directed. The position requires attendance at meetings and special events before and after regular business hours.

Essential Duties

Plans, directs, coordinates, supervises, and evaluates the Operations of the Department to establish a safe and effective work environment that ensures a high degree of operational readiness, which is consistently delivered at all times, and maximizes the level of service provided to the community.

Plans work needs and priorities and makes appropriate work assignments in the area of assigned responsibility.

Reviews, recommends, and revises department standard operating guidelines (SOG), policies and procedures in accordance with City ordinances, State of Wisconsin standards, and industry best practices, as needed.

Coordinates and supervises the records management system and any fire reporting for state and federal partners.

Indirectly supervises sworn and non-sworn staff; recommends appropriate employee hiring, promotions, demotions, discipline, and discharges to Fire Chief; evaluates job performance, provides for effective job training, and recommends appropriate personnel actions.

Initiates the National Incident Management System (NIMS), Incident Command System (ICS), and/or Blue Card system and serves as Incident Commander, or in other command staff positions when needed at complex incidents; assumes appropriate command staff position in the Department Operations Center, City, and/or County EOC as needed; routinely assumes administrative on-call responsibilities as Officer-in-Charge of the Department.

Assists in planning, preparation, and presentation of the annual Fire Department budget; administers and monitors budget expenditures and approves payments; prepares bid specifications, contracts, and bid documents; assists in the development and implementation of the Fire Department Capital Improvement Plan.

Develops systems and approaches to define and meet community emergency service and risk reduction needs.

Assists with long-range planning efforts and develops pre-incident emergency response plans for facilities within the City that have been determined to be a target hazard or pose a life-safety hazard.

Plans, directs, coordinates, and evaluates department training initiatives; assists with rescue and special rescue operations, hazardous materials, disaster planning and mitigation, emergency dispatching, water supply, mutual aid, officer training, and firefighter recruit basic training.

Plans, directs, coordinates, and evaluates the facilities and vehicle programs for the department; coordinates maintenance, repair, replacement, and operating services for vehicles and equipment with outside vendors and the Vehicles and Operations Maintenance staff.

Represents the Department to community groups, business representatives, special interest groups, outside agencies, and the general public; develops and presents press releases on department operations.

Coordinates and directs responses to resident complaints and inquiries; coordinates internal investigations; investigates Department operations; reports findings to the Fire Chief; recommends disciplinary action as necessary.

Directs and/or conducts the function of Fire Department Health and Safety Officer, as required or assigned.

Facilitates the Training Committee, HazMat Committee, and other designated Department teams or committees, as required and directed.

Acts in the capacity of the Fire Chief in the absence of the Chief.

Serves as the department representative to the Rock County Fire Officers’ Association, MABAS Division 104, Rock County Communications Center, and related groups.

Follows all safety regulations, reports unsafe conditions and acts, and reports accidents to the supervisor; follows recognized safe work practices.

Performs other special projects and duties as assigned, including after-hours work when required.

May be assigned duties outside the scope of normal duties during City disasters or when the City Emergency Operations Center is active.

Minimum Position Requirements/Qualifications

Graduation from an accredited college or university with a bachelor’s degree in fire management, fire science, public administration, or related management field is required.

A minimum of ten (10) years of progressively responsible experience in the fire service and emergency medical service, including five years of supervisory/management experience. NIMS training as required.

Wisconsin Certified Firefighter II, Driver-Operator, Fire Instructor I, and Fire Officer I certifications are required.

A valid state-issued driver’s license at time of hire is required.

Other Qualifications

Advanced training or continued education in management or command programs (preferred).

Executive Fire Officer certification from the National Fire Academy (preferred).

Wisconsin Certified Emergency Medical Technician and experience as Paramedic (preferred).

A combination of equivalent experience and/or education may be considered in lieu of minimum requirements.

Knowledge of laws, ordinances, codes, regulations, and policies pertaining to fire prevention, protection, hazards, and disasters.

Knowledge of hazardous materials and incident management, and related codes and practices.

Knowledge of supervisory techniques, budgeting, public relations, personnel administration, and purchasing.

Knowledge of incident management, emergency operations, and EMS vehicle operations.

Knowledge of local geography and community characteristics.

Knowledge of training, testing, and certification requirements for Fire/EMS personnel.

Knowledge of Janesville Fire Department Policies and SOPs.

Equipment and machinery used includes fire apparatus, PPE, and standard office equipment; familiarity with Fireworks software, Excel, Word, Access, Outlook.

Working Conditions And Physical Factors The role primarily operates in an office environment with occasional exposure to outside weather, and may require shift work, on-call status, and performance in hazardous environments during emergencies. Physical demands include lifting up to 100 pounds, climbing, running, and performing life-saving procedures as needed. Reasonable accommodations may be provided.
