This role will support the Bureau of Energy and Technology Policy (BETP), which comprises the Offices of Energy Supply and Infrastructure, Telecommunications and Broadband, Affordable Housing Energy Retrofits, Building and Transportation Decarbonization and Federal and Regional Energy Policy. BETP develops an integrated state-wide energy policy and plans to promote a cleaner, cheaper, more reliable energy future for Connecticut. As an Office Director (Legal), you will perform diverse and mission-driven work in a dynamic environment, including but not limited to: Providing legal services to the Commissioner and agency personnel related to affordable, clean and reliable energy resources, telecommunication and broadband services, weatherization assistance, conservation and load management, building retrofits, and more. Performing general counsel duties regarding legislation and regulations, contracting, litigation, ethics, employment and open records matters. Providing advice and support to the Office of the Commissioner on administrative dockets before the Public Utilities Regulatory Authority (PURA) and the Federal Energy Regulatory Commission (FERC). Purpose of Job Class In the Department of Energy and Environmental Protection and Office of Consumer Counsel, directs the staff and programs of an office. Examples of Duties

Provide diverse legal services to the Office of the Commissioner, including drafting and reviewing legislation, regulations, contracts and agreements, legal memoranda, rulings, orders, final decisions, and other written communications. Manage, mentor, evaluate and support a legal team of attorneys and paralegals. Provide legal advice related to environmental, energy and administrative law matters. Coordinate with the Office of the Attorney General on questions of law and litigation management. Research complex legal issues; respond to FOI requests and ethics-related inquiries; interpret statutes, regulations, rulings, and contracts. Support efforts to provide affordable and clean energy equitably; advise agency leadership and technical staff. Knowledge, Skill and Ability

Extensive knowledge of and ability to apply complex state and federal environmental, energy and conservation laws and programs. Ability to apply agency policies, environmental and energy principles, and administrative law; strong management, negotiation, analytical, and organizational skills. Strong oral and written communication skills; ability to lead and direct programs. Minimum Qualifications

General Experience:

Four (4) years of experience in the practice of law including administrative law with responsibility for researching, developing, planning and reviewing legislative and/or regulatory programs. Special Experience:

One (1) year of general experience must include responsibility for performing energy or environmental protection work. Preferred Qualifications

Experience independently preparing, reviewing, and revising contracts; writing legal communications including memoranda, briefs, and opinions for proceedings. Experience in administrative or judicial proceedings at state or federal levels; collaboration with subject matter experts; advising institutional clients; familiarity with administrative processes and the Uniform Administrative Procedure Act. Experience leading teams and managing projects, including oversight of work products and personnel performance. Special Requirements
